试论中国共产党局部执政时期对执政资源的开发

【摘要】：执政资源是指执政党为履行执政使命,提高执政效能,实现执政目标,巩固执政地位可利用的各种有利条件和要素的总和。执政资源具有客观性、系统性、延续性和可塑性等特征。新时期党的执政资源中存在理论资源开发不足、组织资源功能退化和群众资源流失等问题。执政资源是政党执政能力的重要组成部分,日益复杂的执政环境对党的执政能力建设提出了更高的要求,有效开发和利用执政资源是提高党的执政能力的重要途径。中国共产党在大革命时期、土地革命战争时期、抗日战争时期和解放战争时期积累了丰富的局部执政经验。本文从理论资源、阶级资源、组织资源、群众资源、经济资源和军事资源六个方面概括了党在局部执政时期开发的执政资源。这是中国共产党取得新民主主义革命胜利的基础,也是党在新中国成立后巩固执政地位的根本保障。深入分析党局部执政的历史,总结党在局部执政时期开发执政资源积累的宝贵经验有,助于加强新时期党的执政能力建设,对解决新时期党的执政资源中存在的理论资源开发不足、组织资源功能退化和群众资源流失等问题有重要的借鉴意义。
[Abstract]:The ruling resources refer to the sum of all kinds of favorable conditions and elements that the ruling party can utilize in order to fulfill the governing mission, improve the ruling efficiency, realize the ruling goal and consolidate the ruling position. The governing resources are characterized by objectivity, systematization, continuity and plasticity. In the new period, there are some problems in the Party's ruling resources, such as the insufficient development of theoretical resources, the degradation of organizational resources and the loss of mass resources. The ruling resources are an important part of the ruling ability of the political party. The increasingly complex ruling environment has put forward higher requirements for the construction of the ruling ability of the party. The effective development and utilization of the ruling resources is an important way to improve the ruling ability of the party. During the Great Revolution, the Agrarian Revolutionary War, the Anti-Japanese War and the Liberation War, the CPC accumulated rich experience in local governance. This paper summarizes the ruling resources developed by the Party in the period of partial administration from six aspects: theoretical resources, class resources, organizational resources, mass resources, economic resources and military resources. This is the basis for the Communist Party of China to win the victory of the new democratic revolution, and also the fundamental guarantee for the Party to consolidate its ruling position after the founding of New China. By deeply analyzing the history of partial ruling of the Party and summing up the valuable experience that the Party accumulated in the development of governing resources during the period of partial ruling, the paper will help to strengthen the construction of the Party's ruling ability in the new period. It is of great significance to solve the problems such as the insufficient development of theoretical resources, the degradation of organizational resources and the loss of mass resources in the new period of the Party's ruling resources.
