论中国共产党对执政规律的探索及其历史经验

【摘要】：中国共产党在其90年发展历程特别是新中国成立以来，始终坚持探索执政规律以增强执政能力。在这一探索过程中，党以马克思主义基本原理特别是其执政理论为根本世界观与方法论，注意吸取和借鉴中国传统的执政理念与方法，紧紧立足中国实际，，逐步探索出党的执政规律，形成了一整套行之有效的领导方针和工作方法。党在遵循这些规律领导中国革命和建设的过程中，不断研究新情况、解决新问题，使执政规律的内涵日益深化，外延不断丰富。党在执政规律理论与实践上的斐然成就以及因此而带来的执政能力的日益提升，是几代中国共产党人艰辛探索的结果。以毛泽东为核心的中共第一代领导集体对党的执政规律进行了初步探索和理论总结，中国由此顺利完成生产资料所有制的社会主义改造、进入了全面探索社会主义建设的新时期。以邓小平为核心的中共第二代领导集体在前人基础上继续对执政规律进行探索和升华，由此开创了中国特色社会主义的新局面。以江泽民为核心的中共第三代领导集体继往开来，提出了“三个代表”重要思想，是对中国共产党执政规律的进一步凝练。在新的历史条件下，以胡锦涛为核心的中共新一届领导集体提出并带领全党践行科学发展观，拓展和丰富了党的执政规律。中国共产党对执政规律的探索是一个与时俱进的历史过程，党从中积累了宝贵的历史经验：必须永远保持同人民群众的血肉联系，必须坚持马克思主义的指导地位，坚持以改革创新精神加强党的建设，必须坚持科学执政、民主执政、依法执政，坚持党的廉政建设。深入研究中国共产党执政规律，对于不断提高党的执政水平，推动中国特色社会主义又好又快发展具有重要的理论意义与实践意义。
[Abstract]:In its 90-year development process, especially since the founding of New China, the Communist Party of China has always insisted on exploring the rule of governance in order to enhance its ruling ability. In the course of this exploration, the Party took the basic principles of Marxism, especially its governing theory, as the fundamental world outlook and methodology, paid attention to absorbing and drawing lessons from the traditional Chinese governing ideas and methods, and firmly based on China's reality. Gradually explore the ruling law of the Party, formed a set of effective leadership principles and working methods. In the process of leading China's revolution and construction by following these laws, the Party has been constantly studying new situations and solving new problems, so as to deepen the connotation of the ruling laws and enrich them on an extended basis. The Party's remarkable achievements in the theory and practice of the ruling law and the increasing improvement of its ruling ability are the result of the arduous exploration of several generations of Chinese Communists. With Mao Zedong as the core, the first generation of leading collectives of the Communist Party of China carried out a preliminary exploration and theoretical summary of the ruling laws of the Party, thus successfully completing the socialist transformation of the ownership of the means of production in China. Has entered a new period of all-round exploration of socialist construction. Deng Xiaoping as the core of the second generation of the CPC leadership on the basis of predecessors continue to explore and sublimate the ruling law, thus creating a new situation of socialism with Chinese characteristics. Taking Jiang Zemin as the core, the third generation of leading collective of the Communist Party of China has carried on the past and put forward the important thought of "three represents", which is a further refinement of the ruling law of the Communist Party of China. Under the new historical conditions, the new leadership collective of the Communist Party of China with Hu Jintao as the core put forward and led the whole party to practice the scientific concept of development, which expanded and enriched the ruling law of the Party. The exploration of the ruling law by the Communist Party of China is a historical process of keeping pace with the times, from which the Party has accumulated valuable historical experience: it must always maintain flesh-and-blood ties with the people, and must adhere to the guiding position of Marxism. To strengthen the Party's construction with the spirit of reform and innovation, we must insist on scientific ruling, democratic ruling, ruling according to law and the building of a clean and honest party. In-depth study of the ruling law of the Communist Party of China is of great theoretical and practical significance for continuously improving the ruling level of the Party and promoting the good and rapid development of socialism with Chinese characteristics.
