【摘要】： 党内和谐是党的十六届四中全会提出的新课题,这在马克思党的学说发展史上还是第一次；构建社会主义和谐社会关键在党,党的十六届六中全会提出“以党内和谐促进社会和谐”的目标。党的十七大报告指出：“积极推进党内民主建设,着力增强党的团结统一。党内民主是增强党的创新活力,巩固党的团结统一的重要保证。”可以说,党内民主与党内和谐在建设中国特色社会主义事业中都有着举足轻重的地位。党内民主发展水平直接关系着建设和谐政党与和谐社会宏伟目标的顺利实现。在推进党内和谐进程中,党内民主扮演着十分重要的角色,它是党内和谐建设的基石,是“以党内和谐促进社会和谐”目标的内在要求。党内和谐反过来也能推动党内民主的发展和完善,党内和谐程度是党内民主发展程度的重要表现,是党内民主发展完善与否的重要标志。在构建社会主义和谐社会中,中国共产党作为执政党、作为中国特色社会主义事业的领导核心,党内是否团结和谐,不仅决定着和谐社会建设的质量和成败,而且直接影响着各级党组织和广大党员的凝聚力、创造力和战斗力。加强党内和谐建设,必须全面分析目前党内不和谐的表现以及造成不和谐的障碍因素；必须明确党内和谐建设在构建和谐社会中的地位和作用；明确加强党内和谐建设的奋斗目标；明确抓好党内和谐建设的关键环节,以改革创新精神全面推进党内和谐建设。如何实现党内和谐?这为党的建设提出了新课题、新考验。新的历史条件下,党内民主在实践中成果丰硕,逐步完善；但我们也必须清醒地看到党内民主还存在很多新问题,存在的这些问题成为推进党内和谐的主要障碍。这就非常有必要地分析党内民主阻碍党内和谐发展的因素,探索完善党内民主的新思路,把党内民主与党内和谐联系起来,从完善党内民主角度来不断为党内和谐建设开辟新途径,按照党的十六届六中全会给出的指导的原则：“坚持和完善民主集中制,扩大党内民主,推进党务公开,严格党内生活,严肃党的纪律,增进党的团结统一。”这不仅是实现“党内和谐”必须要遵循的原则,而且为拓宽“党内和谐”的实现路径提供了指导性方向。

" It can be said that inner-party democracy and inner-party harmony play an important role in building socialism with Chinese characteristics. The development level of inner-party democracy is directly related to the successful realization of the grand goal of building a harmonious political party and a harmonious society. In the process of promoting inner-party harmony, inner-party democracy plays a very important role. It is the cornerstone of inner-party harmony construction and the internal requirement of the goal of "promoting social harmony by inner-party harmony". In turn, inner-party harmony can also promote the development and perfection of inner-party democracy. The degree of inner-party harmony is an important expression of the degree of inner-party democracy development and an important symbol of inner-party democracy development and perfection. In building a harmonious socialist society, the Communist Party of China, as the ruling party and the leading core of the cause of socialism with Chinese characteristics, not only determines the quality and success of the construction of a harmonious society, but also the unity and harmony within the party. And directly affect the cohesion, creativity and combat effectiveness of party organizations and party members at all levels. To strengthen the construction of inner-party harmony, it is necessary to comprehensively analyze the current inner-party disharmony and the obstacles that cause disharmony, and make clear the position and function of the inner-party harmonious construction in the construction of a harmonious society. The aim of strengthening inner-party harmonious construction is clear, the key link of inner-party harmonious construction is clearly grasped, and the inner-party harmonious construction is promoted in an all-round way with the spirit of reform and innovation. How to achieve inner-party harmony? This for the party building put forward a new subject, a new test. Under the new historical conditions, the inner-party democracy is fruitful in practice and gradually consummated, but we must also soberly see that there are still many new problems in inner-party democracy, and these problems have become the main obstacle to promoting inner-party harmony. This makes it very necessary to analyze the factors that hinder the harmonious development of the inner-party democracy, to explore new ideas to perfect the inner-party democracy, and to link the inner-party democracy with the inner-party harmony. From the angle of perfecting inner-party democracy, we constantly open up new ways for the construction of inner-party harmony, in accordance with the guiding principles given by the sixth Plenary session of the 16th CPC Central Committee: "uphold and perfect democratic centralism, expand inner-party democracy, and promote the openness of party affairs," Strict inner-party life, strict party discipline, and promote the unity of the party. " This is not only the principle that must be followed to realize "inner-party harmony", but also provides a guiding direction for widening the path of "inner-party harmony".
