论行政法治视野中的行政效率

【摘要】： 在行政法治的视野中加强提高行政效率的相关理论研究具有十分重要的理论意义和现实意义。本文对行政法治的本义、理念及原则等理论问题进行了详细的分析,以此为逻辑起点,充分阐释了行政效率所处的理论环境与实践环境,并进一步探讨了行政效率的基本理论问题,从效率的概念出发,深入解读行政效率的内涵及概念属性,对提高行政效率这一目标的前提性问题做出较为明确的界定。同时,本文以公平与效率的关系为切入点,分析与论述了行政法治与行政效率的契合与统一,并以此为理论基础,对我国行政效率方面的现实状况进行了实证考察,说明了目前我国在行政效率现状方面存在的问题,并分析了我国行政效率问题在行政法治层面的成因,最终阐述了在行政法治的视野与环境中如何切实提高行政效率的相关论题。
[Abstract]:It is of great theoretical and practical significance to strengthen the theoretical research on improving administrative efficiency in the field of administrative rule by law. This paper makes a detailed analysis of the original meaning, idea and principle of the administrative rule of law, taking it as the logical starting point, and fully explains the theoretical and practical environment in which the administrative efficiency lies. Furthermore, the paper discusses the basic theory of administrative efficiency, starting from the concept of efficiency, deeply interprets the connotation and conceptual attributes of administrative efficiency, and makes a relatively clear definition of the prelude to the goal of improving administrative efficiency. At the same time, based on the relationship between fairness and efficiency, this paper analyzes and discusses the agreement and unity between the administrative rule of law and administrative efficiency, and takes this as the theoretical basis to make an empirical investigation on the actual situation of administrative efficiency in our country. This paper explains the problems existing in the present situation of administrative efficiency in our country, and analyzes the causes of the problems of administrative efficiency in the level of administrative rule of law in our country. Finally, this paper expounds the related issues of how to improve administrative efficiency in the vision and environment of administrative rule of law.
