民主行政范式内的我国政府信息公开

【摘要】：政府信息公开是信息时代公众的普遍需求和世界各国政府的必然选择。自20世纪中叶以来,世界各国特别是发达国家,纷纷建立起政府信息公开制度,这是经济全球化和政治民主化的必然结果。由于历史和现实的原因,我国政府信息公开制度的建设方面较为落后,但社会现实已经对信息公开提出迫切要求。基于此,笔者从行政管理学专业背景出发,追溯了我国政府信息公开的历史脉络,论证了民主行政范式对政府信息公开的影响,剖析了我国政府信息公开的困境,探寻了西方国家政府信息公开对我国的启示,提出了推进我国政府信息公开的策略。
[Abstract]:The publicity of government information is the universal demand of the public in the information age and the inevitable choice of the governments all over the world. Since the middle of the 20th century, countries all over the world, especially developed countries, have established the open system of government information, which is the inevitable result of economic globalization and political democratization. Because of the historical and realistic reasons, the construction of the government information disclosure system in our country is relatively backward, but the social reality has put forward the urgent request to the information publicity. Based on this, the author traces the historical context of government information disclosure from the background of administrative management, demonstrates the influence of democratic administrative paradigm on government information disclosure, and analyzes the plight of government information disclosure in China. This paper probes into the enlightenment of western countries' government information disclosure to our country, and puts forward the strategy of promoting our country's government information disclosure.
