青岛社区民主建设的实证研究

【摘要】：社区是城市居民的生活共同体,是城市社会的基本组成单元。随着经济社会的不断发展,我国城市基层社区发生了深刻变化,在城市管理方面,建设对社区进行有效覆盖的全方位服务体系,成为政治民主化进程中面临的难点问题。而城市社区居民委员会作为社区建设工作的重要载体,在这一体系建设中具有不可替代的作用。可以说,城市社区居委会的建设水平,在很大程度上决定着社区民主的建设水平。近年来,青岛市作为全国社区民主建设的特色模式——“青岛模式”的发源地,对城市社区民主建设进行了不懈的探索,在此项工作上下了大力气。本文以青岛市社区民主建设模式为样本,系统概括了青岛市民主社区建设的整体情况,阐述了其在社区民主建设方面所取得的巨大成绩,同时也揭示了其在社区民主建设方面存在的一些问题,而后,逐条剖析了各个问题所产生的原因,同时,针对这些问题,提出了自己的一系列对策和建议。立足于全国看青岛,立足于青岛论全国,青岛社区民主建设的经验教训,定能成为我国社区民主建设的一面旗帜,一面镜鉴。
[Abstract]:Community is the living community of urban residents and the basic unit of urban society. With the development of economy and society, the urban grass-roots community in our country has undergone profound changes. In the aspect of urban management, it has become a difficult problem in the process of political democratization to build an omni-directional service system to effectively cover the community. As an important carrier of community construction, urban community resident committee plays an irreplaceable role in the construction of this system. It can be said that the construction level of urban community neighborhood committee, to a large extent, determines the level of community democracy construction. In recent years, Qingdao, as the birthplace of "Qingdao Model", as the characteristic mode of the national community democratic construction, has carried on the unremitting exploration to the urban community democratic construction, has made great efforts in this work. Taking the model of community democracy construction in Qingdao as a sample, this paper systematically summarizes the overall situation of the construction of democratic community in Qingdao, and expounds its great achievements in the construction of community democracy. At the same time, it also reveals some problems in the construction of community democracy, then analyzes the causes of each problem one by one, at the same time, puts forward a series of countermeasures and suggestions for these problems. Based on the national view of Qingdao, Qingdao on the national, Qingdao community democracy construction experience and lessons, will be able to become a banner of our country's community democracy construction, one mirror.
