昆明市工业园区考核评价体系研究

【摘要】：党的十八届三中全会明确提出:“完善发展成果考核评价体系,纠正单纯以经济增长速度评定政绩的偏向,加大资源消耗、环境损害、生态效益、产能过剩、科技创新、安全生产、新增债务等指标的权重,更加重视劳动就业、居民收入、社会保障、人民健康状况”的要求,昆明市多年来一直重视对工业园区发展绩效的考核,并将其纳入县(市)区考核评价体系统一考评,但其考核指标的设置主要偏向于对园区经济发展的评价,一定程度上引导并促进了工业园区经济的加快发展,但由于指标设置过度重视对经济指标的考核,导向作用存在片面性,也制约了工业园区的科学发展。至今,昆明市工业园区依然存在工业产业同质化严重、基础设施配套水平低、产业集群程度不深、工业用地产出效率不高、资源浪费、环境破坏等问题。在此情况下,如何建立更为有效的工业园区考核评价指标体系,关系到昆明工业园区能否在新的时期,顺应发展趋势,顺利实现转型提质发展,同时也是当前工业园区管理部门必须解决的一项重要课题。本文结合昆明市工业园区发展和考核评价现状,总结分析当前园区发展和考核评价过程中存在的问题,借鉴国内外对工业园区考核评价的经验,系统构建了昆明市工业园区考核评价指标体系,并采用层次分析法(ATP)对评价指标进行了科学赋权,确定了计分方法,进行了实证分析检验,文章最后还提出了考核评价实施的对策建议。其研究对于正确引导工业园区发展方向,科学评价工业园区发展水平,为管理者研究制定昆明市工业园区发展战略和政策措施,促进工业园区转型升级发展具有一定的指导的意义。
[Abstract]:The third Plenary session of the 18 CPC Central Committee clearly put forward the following: "perfect the evaluation system of development achievements, correct the bias of evaluating political achievements solely at the rate of economic growth, increase the consumption of resources, damage to the environment, ecological benefits, overcapacity, scientific and technological innovation," The weight of such indicators as safety in production, new debts, and more emphasis on labor and employment, residents' income, social security, and people's health. "Kunming has been paying attention to the evaluation of the performance of the development of industrial parks for many years," he said. And it is integrated into the system of appraisal and evaluation of county (city) districts, but the setting of the assessment index is mainly biased towards the evaluation of the development of the park economy, which to a certain extent guides and promotes the accelerated development of the industrial park economy. However, due to the excessive emphasis on the assessment of economic indicators in the setting of indicators, there is a one-sidedness in the guiding role, which also restricts the scientific development of industrial parks. Until now, there is still a serious homogenization of industrial industries in industrial parks in Kunming. The level of infrastructure is low, the degree of industrial cluster is not deep, the efficiency of industrial land output is not high, the resource is wasted, the environment is destroyed and so on. In this case, how to establish a more effective evaluation index system of industrial park, Whether the Kunming Industrial Park can adapt to the trend of development in the new period and realize the transformation and quality development smoothly, At the same time, it is also an important subject that must be solved by the management department of the industrial park at present. This paper summarizes and analyzes the problems existing in the process of the development and assessment of the industrial park in Kunming, in the light of the present situation of the development and assessment of the industrial park. Based on the experience of assessment and evaluation of industrial parks at home and abroad, the evaluation index system of Kunming industrial park is systematically constructed, and the evaluation index is scientifically empowered by using the analytic hierarchy process (AHP), and the scoring method is determined. Finally, the paper puts forward the countermeasures and suggestions for the implementation of the assessment and evaluation. Its research is aimed at correctly guiding the development direction of the industrial park and scientifically evaluating the development level of the industrial park. It is of guiding significance for managers to study and formulate the development strategy and policy measures of Kunming Industrial Park and to promote the transformation and upgrading of the Industrial Park.
