基本公共服务均等化视角下的我国基本社会保障研究

【摘要】：基本社会保障是为保障国民特别是低收入者的基本生活权利而提供的基本养老、基本医疗和最低生活保障,基本公共服务均等化是指政府要为社会成员提供基本的、与经济社会发展水平相适应的、能够体现公平正义原则的大致均等的公共产品和服务。基本社会保障是现代社会中基本公共服务的重要组成部分,是基本公共服务均等化的应有之义,基本公共服务均等化要求全体社会成员在基本社会保障方面享有平等权利。考察了我国基本社会保障均等化存在的主要问题,提出了建立和完善基本社会保障的基本社会服务体系、财政体制、法律法规体系和基本社会服务的多元参与机制的建议。
[Abstract]:Basic social security is the basic guarantee of national endowment for especially low income basic living rights and the basic medical care and subsistence allowances, the equalization of basic public service refers to the government to provide basic social members, and adapt to economic and social development level, roughly equal to reflect the principle of fairness and justice of the public products and services. Basic social security is an important part in the modern society of basic public services, is the proper meaning of the equalization of basic public services, equalization of basic public services for all social members enjoy equal rights in terms of basic social security in our country. The research of the basic social security equalization problems, put forward establish and improve the basic social security basic social service system, financial system, multiple legal system and basic social services in the system Suggestion.
