农村最低生活保障制度绩效评估指标体系的构建与应用

【摘要】：我国农村在社会救助方面有农村低保，有五保户，还有灾害救助和疾病救助，其中为了满足贫困线以下的居民的最基本的生活而制定的社会救助政策就是农村最低生活保障制度。它的建立是我国在社会救助方面的完善，在农村社会保障体系中起到“兜底”的作用，为广大的农村贫困人口带来了帮助，并且尽最大可能提高他们的生活质量。现阶段我国农村最低生活保障制度在运行过程中尚缺乏比较合理的评估机制，还不能全方位的去衡量制度运行过程中的每一个政策设定的目标是否达到，特别是对于其中“投入”和“产出”的问题无法精确定位。正是因为这方面的原因，在农村最低生活保障制度的评估上，就急切需要有一套科学的评估体系。科学而合理的评估机制会自动的形成一个风向标，引导着制度在运行或者政策完善方面向更好的方向发展，这就使得农村最低生活保障制度这样一个民生工程真正的深得民心，顺应民意，普惠民众，而这一政策效果正是我们建立此项制度的本意。文章在参考学术界对农村最生活保障制度的评估理论和各个领域对评价指标体系设计和构建的探索经验上，结合本人的一些看法和观点，以及考虑到实际调研数据的获取程度上，结合了规范和实证这两种分析的方法展开研究。文章从五个方面进行论述：第一部分主要论述了文章的选题背景和依据，概括了有关低保方面的研究现状，并且对相关概念做出了解释，以及文章的创新之处和不足之处。第二部分列举出了最低生活保障制度的影响因素，以及指标体系的构建原则和思路，并且进行了指标体系的初步设计，然后用的德尔菲法进行指标的修正和筛选，最后确定了指标体系。第三部分从具体指标的角度对整个体系做出了解释。指标体系从政策制度层面、实施强度层面、制度效果层面三个方面作为切入点，来展开指标的设计和确定。第四部分利用层次分析法、主成分分析法确定权重,然后用综合评价法确定综合权重。第五部分是实证案例分析部分，在此选取了河北省作为案例，，对文章中构建好的指标体系进行验证应用，并作出了与之相应的解释和分析。第六部分在绩效评估指标测算结果的基础上，总结出了对农村最低生活保障制度绩效评估的结论，提出了建议，以及本文的有待研究之处。本文通过构建农村低保制度绩效评估指标体系，对评价的对象进行综合评价，并通过案例进行实证检测，方便得出被评价对象的整体绩效，利于提高绩效评价工作的科学化水平，而且有利于强化绩效责任和提高政府绩效管理水平。
[Abstract]:In the rural areas of our country, there is a rural minimum living standard in terms of social assistance, there are five insured households, and there are also disaster relief and disease relief. Among them, the social assistance policy to meet the basic needs of the residents below the poverty line is the rural minimum living security system. Its establishment is the perfection of social assistance in our country. In the rural social security system played a "bottom line" role, for the vast number of rural poor people brought help, And as far as possible to improve their quality of life. At this stage, the minimum living security system in rural areas in our country still lacks a more reasonable evaluation mechanism in the course of its operation. It is not yet possible to measure in all directions whether every policy set in the course of the system has been achieved, especially with regard to the "input" and "output" of the system, which cannot be pinpointed. It is precisely for this reason, In the evaluation of the rural minimum living security system, there is an urgent need for a scientific evaluation system. A scientific and reasonable evaluation mechanism will automatically form a weather vane. Leading the system to develop in a better direction in terms of operation or policy improvement. This makes the rural minimum living security system a project of people's livelihood that truly enjoys the people's support, conforms to the will of the people, and benefits the general public. And the effect of this policy is exactly what we intended to establish this system. Referring to the evaluation theory of the rural life security system in the academic circles and the exploration experience of the design and construction of the evaluation index system in various fields, this paper combines some views and views of the author. And considering the degree of acquisition of the actual survey data, combining the normative and empirical analysis methods to carry out the study. This paper discusses from five aspects: the first part mainly discusses the background and basis of the article. This paper summarizes the current situation of the research on minimum living security, and explains the related concepts, as well as the innovations and shortcomings of the article. The second part lists the influencing factors of the minimum living security system. And the construction principles and ideas of the index system, and the preliminary design of the index system, and then using the Delphi method to modify and screen the indicators, Finally, the index system is determined. The third part explains the whole system from the perspective of specific indicators. The index system is taken as the breakthrough point from three aspects: policy and system level, implementation intensity level, system effect level, and so on. Part 4th uses analytic hierarchy process (AHP), principal component analysis (PCA) to determine the weight, and then the comprehensive evaluation method is used to determine the comprehensive weight. Part 5th is an empirical case analysis part. Here, Hebei Province is selected as a case study. This paper verifies and applies the index system constructed in this paper, and makes the corresponding explanation and analysis. Part 6th summarizes the conclusion of the performance evaluation of the rural minimum living security system on the basis of the measuring results of the performance evaluation index. Some suggestions are put forward, and some points to be studied in this paper are also given. Through the construction of the rural minimum security system performance evaluation index system, the evaluation of the object of comprehensive evaluation, and through the case of empirical testing, easy to get the overall performance of the evaluated object. It is propitious to improve the scientific level of performance evaluation, to strengthen the responsibility of performance and to improve the level of government performance management.
