优抚制度改革顶层设计的若干思考

【摘要】：在我国,优抚制度是支持国防和军队建设不可或缺的一项基础性制度安排。现阶段优抚保障工作还带有不少计划经济体制的特点,制度定位仍停留在"解困"上,与救助制度的边界混淆不清,与国防和军队改革的要求不相适应,必须以新的理念为指导,坚持问题导向,加强优抚制度改革的宏观思考和顶层设计。
[Abstract]:In China, the system of preferential care is an indispensable basic institutional arrangement to support national defense and army building. At the present stage, there are still many features of the planned economic system in the work of preferential care and support, and the system is still located in the "relief of difficulties", confused with the border of the relief system, and incompatible with the requirements of the reform of national defense and the armed forces. We must take the new idea as the guidance, adhere to the problem orientation, and strengthen the macro thinking and top-level design of the system reform.
