吉林省农村富余劳动力转移问题研究

【摘要】：实现农村富余劳动力的转移是增加农民收入、从根本上解决三农问题的重要途径。消化和转移农村富余劳动力能够有效缓解经济和农村社会矛盾,促进农民收入的提升和生活质量的改善,为农村的和谐稳定发展奠定基础。吉林省是传统的农业大省,在吉林省人口总量中,农业人口比率很高,农村富余劳动力资源规模很大。如何将这部分富余劳动力进行合理的转化,关系着吉林省的经济发展和社会稳定及城镇化进程。本研究以马克思主义相关理论为依据,从吉林省农村富余劳动力转移的现状出发,阐述吉林省出现的农村富余劳动力的主要原因,分析吉林省农村剩余劳动力转移过程中存在的问题,最后针对问题提出对策。首先,阐述吉林省农村富余劳动力转移现状,介绍了农村劳动力供给现状、就业分布和转移规模。其次,分析了吉林省农村富余劳动力转移过程中遇到的问题,主要有输出盲目、农村劳动力素质偏低、转移进程缓慢以及缺乏系统有效的转移措施等,并从土地流转、户籍制度、劳动力市场、社会保障、房价五方面分析了影响吉林省农村富余劳动力转移的因素。最后,通过分析发达国家和新兴工业化国家及地区农村富余劳动力转移的成功经验,结合吉林省实际,提出了促进吉林省农村富余劳动力转移的对策建议,如明确土地所有权,实现土地有效流转、完善居住证制度保证农民获得城市相关福利和身份、完善城乡劳动力市场、完善社会保险制度,加强社保基金监管和运作立法、构建继续教育培训体系、完善城市保障房分配制度。
[Abstract]:The transfer of surplus rural labor force is an important way to increase farmers' income and solve the problems of agriculture, countryside and farmers. Digesting and transferring rural surplus labor force can effectively alleviate the contradiction between economy and rural society, promote the improvement of farmers' income and quality of life, and lay the foundation for the harmonious and stable development of rural areas. Jilin Province is a large traditional agricultural province, in the total population of Jilin Province, the ratio of agricultural population is very high, the scale of rural surplus labor resources is very large. How to transform this surplus labor force reasonably is related to the economic development, social stability and urbanization process of Jilin Province. Based on the theory of Marxism and the current situation of rural surplus labor force transfer in Jilin Province, this study expounds the main reasons for the emergence of rural surplus labor force in Jilin Province. This paper analyzes the problems existing in the transfer of rural surplus labor force in Jilin Province, and finally puts forward some countermeasures. Firstly, this paper expounds the present situation of rural surplus labor force transfer in Jilin Province, and introduces the present situation of rural labor force supply, employment distribution and transfer scale. Secondly, the paper analyzes the problems encountered in the process of rural surplus labor transfer in Jilin Province, such as blind output, low quality of rural labor force, slow transfer process and lack of systematic and effective transfer measures, and so on. Household registration system, labor market, social security and house price are five factors that influence the transfer of surplus labor force in Jilin province. Finally, by analyzing the successful experiences of rural surplus labor transfer in developed countries and newly industrialized countries and regions, and combining with the reality of Jilin Province, this paper puts forward some countermeasures and suggestions to promote the transfer of rural surplus labor force in Jilin Province, such as defining the ownership of land. To realize the effective circulation of land, to improve the residence permit system to ensure the farmers to obtain the urban related welfare and identity, to perfect the urban and rural labor market, to perfect the social insurance system, to strengthen the supervision and operation legislation of social security fund, to construct the system of continuing education and training. Improve the distribution system of urban indemnificatory apartment.
