黑龙江省城镇职工养老保险制度建设分析

【摘要】：面临着人口寿命的不断延长,人口老龄化问题也不断加剧,以及近些年提出的延迟退休等政策,都使国民困惑于现如今的养老保险制度是否能支持养老金在未来的几十年内平稳有序、足额按时的发放,因而国家及黑龙江省出台的各项有关养老保险的政策意见更是愈发得到国民的重视,养老保险制度是为到达法定退休年龄退出工作岗位或因国家规定解除劳动义务的公民提供的社会保障制度,因此黑龙江省城镇职工养老保险制度建设的分析和研究,对黑龙江省养老保险事业的发展有着重要意义。作为基本社会保险中最受人关注的养老保险在黑龙江省形成时间较短,在人口老龄化现象日益加重的现状下,从黑龙江省城镇职工养老保险制度入手,运用实证分析与比较分析、文献研究、调查分析等方法,通过收集和整合近几年黑龙江省养老保险的数据,从黑龙江省城镇职工养老保险与社会发展不同步方面、养老保险制度运行效率较低方面、推进养老保险制度整合较缓方面、养老保险政策执行力度较弱方面、养老保险基金管控制度较少方面入手,对黑龙江省城镇职工养老保险的现行制度进行分析,根据黑龙江省城镇职工养老保险制度建设中现存的问题,通过研究美国的三支柱养老保险体系和瑞典的高福利养老保险制度,以及中国典型城市的养老保险制度,提出了在养老保险发展过程中应注重顶层设计,加深对当前及未来经济形势的理解,以确保养老保险的长远发展;在养老保险制度的运行过程中,应加强责任主体间的上传下达效率,以保证养老保险的顺利推进;在养老保险制度整合中,应将具体工作落实到人,以提升制度运行效率;在养老保险的未来发展中,应提升政府的支持力度,以确保养老保险政策惠及到黑龙江省全体城镇职工;在养老保险的基金问题上,应充分利用市场资源,多渠道投资,以保证养老保险金的长远发展,力求为黑龙江省城镇职工养老保险制度的发展提供政策性建议。一个地区社会保障的发展状况与当地制度的健全程度是紧密相关的,而养老保险作为社会保障中的重要组成部分自然也离不开政策的支持,为丰富黑龙江省城镇职工养老保险制度的体系构建,站在大环境的视角下对黑龙江省不同时期的制度进行分析梳理,对每一时期出台的每一项制度进行分析及整合,并与当下热议的现实情况紧密结合力求创新,进而为黑龙江省城镇职工养老保险制度建设的进一步发展提出拙见,从而建立一个真正能让百姓老有所养、老有所依、老有所乐的养老保险制度,推动黑龙江省养老保险事业的优化发展。

As a result, the policy opinions on old-age insurance issued by the state and Heilongjiang Province have been paid more and more attention to by the people. The old-age insurance system is a social security system provided for citizens who have reached the legal retirement age to quit their jobs or are relieved of their labor obligations by the state. Therefore, the analysis and research on the construction of the old-age insurance system for urban workers in Heilongjiang Province, It is of great significance to the development of endowment insurance in Heilongjiang Province. As the most concerned old-age insurance in the basic social insurance in Heilongjiang Province, the formation time is relatively short. Under the situation of the aging of population, starting with the old-age insurance system of urban workers in Heilongjiang Province, By means of empirical and comparative analysis, literature research, investigation and analysis, and through collecting and integrating the data of Heilongjiang Province's endowment insurance in recent years, from the aspects of the non-synchronization between urban workers' pension insurance and social development in Heilongjiang Province, The efficiency of the pension insurance system is low, the integration of the pension insurance system is slow, the implementation of the pension insurance policy is weak, and the pension fund control system is less. Based on the analysis of the current system of urban workers' old-age insurance in Heilongjiang Province, according to the existing problems in the construction of the old-age insurance system for urban workers in Heilongjiang Province, By studying the three-pillar pension insurance system in the United States, the high-welfare pension insurance system in Sweden, and the pension insurance system in typical Chinese cities, the paper puts forward that the top-level design should be paid attention to in the process of the development of the old-age insurance. In order to ensure the long-term development of the old-age insurance system, we should strengthen the efficiency of uploading and issuing among the responsible subjects in order to ensure the smooth advancement of the old-age insurance system. In the integration of the endowment insurance system, the specific work should be carried out to people in order to improve the operational efficiency of the system, and in the future development of the pension insurance, the government should enhance the support of the government. In order to ensure that the old-age insurance policy benefits all urban workers in Heilongjiang Province, we should make full use of market resources and invest in various channels to ensure the long-term development of pension insurance funds. Strive to provide policy advice for the development of urban worker pension insurance system in Heilongjiang Province. The development of social security in a region is closely related to the degree of perfection of the local system. As an important part of social security, pension insurance is naturally inseparable from the support of policies. In order to enrich the construction of the old-age insurance system for urban workers in Heilongjiang Province, this paper analyzes and combs the systems of different periods in Heilongjiang Province from the perspective of the general environment, and analyzes and integrates each system issued in each period. And closely combined with the current hot discussion of the reality and strive to innovate, and then for the further development of urban workers pension insurance system in Heilongjiang Province, so as to establish a real old people to support the elderly, the old have some basis. The old-age pension insurance system promotes the optimization and development of the endowment insurance industry in Heilongjiang Province.
