龙湾区农村新社区管理体制建设问题研究

【摘要】：中国是正处在二元经济结构转型过程中的国家,是存在城乡二元社会权力结构的国家。我国城乡经济发展、社会管理、社会服务等都存在较大的差距,建设农村社区是党和国家为了加快农村社会经济快速发展,采取的一项重大制度创新,社区制是我国既社队制、村组制之后在农村基层组织管理制度方面的第三次重大变革,意义深远、前景广阔。本文通过对国内外农村社区建设现状的分析,并结合温州龙湾区农村社会经济发展和新社区建设的实际情况,对龙湾区农村新社区管理体制建设中存在的问题、对策都进行了探讨。龙湾的农村新社区管理体制其创新在于通过农村社区治理体系的革命性改革,基层组织结构是构造“街道—社区”形式,建立由社区党员直接选举产生的党组织或社区群众直接选举产生的基层群众性自治机构,是社区发展的最终目标,并逐步弱化村委会,在社区建设中最终促进村委会组织的消亡,将基层治理单元转变到社区层面上。龙湾农村新社区的治理体系建设主要是通过社区化党建工作议事机制、社区联村党(总)支部等来优化社区领导体制,通过社区管委会向社区议监会、居委会的转变,来实现农村社区自治。龙湾通过社区服务中心建设,将社会保障、民政事务、司法调解、计生卫生、流动人口管理、综治安全等为主要内容,把这些政府公共服务延伸到了乡村社会内部。另外就是加强社区组织建设,鼓励能够承担政府事务性工作的社区社会组织发展。但是农村新社区在当前村、社双轨运行背景下,仍然存在着转制中的社区行政化倾向严重、社区功能和职能定位不明确、社区组织的权力关系没有理顺、农村社区社会组织发育不全、队伍保障机制不健全等一系列问题,使得“村社难融合”、运行不畅,也无法有效体现其优越性。本文针对存在的问题和现状,提出了确立农村新社区的性质与职能定位、理顺农村社区横向管理体制、理顺农村社区纵向管理体系、强化社区社会组织培育工作、加强农村社区干部队伍建设等一系列的解决对策和建议意见,通过不同的途径和措施,完善龙湾农村新社区管理体制,从而使龙湾农村新社区建设全面推进,真正实现城乡统筹、和谐发展与共同进步。
[Abstract]:China is a country in the process of the transformation of the two yuan economic structure. It is a country with two yuan social power structure in urban and rural areas. There is a big gap between urban and rural economic development, social management, social service and so on. The community system is the third major change of our country's social team system and the village organization system in the rural grass-roots organization management system. It has far-reaching significance and broad prospects. Through the analysis of the current situation of rural community construction at home and abroad and the actual situation of the rural social and economic development and the new community construction in Longwan District of Wenzhou, it is new to the rural areas in Longwan district. The problems and Countermeasures in the construction of the community management system are discussed. The innovation of the new rural community management system in Longwan lies in the revolutionary reform of the rural community governance system. The basic organization structure is the form of "street community", and the party organizations or the community masses directly elected by the members of the community are directly elected. The grass-roots mass autonomous institutions are the ultimate goal of community development, and gradually weaken the village committee. In the community construction, it will eventually promote the extinction of the village committee organization, and change the grass-roots unit to the community level. The construction of the new community in Longwan is mainly through the community-based party building work mechanism and the community Union. The village Party (general) branch and so on to optimize the community leadership system, through the community management committee to the community council, the change of the neighborhood committee, to realize the rural community autonomy. Longwan through the community service center construction, the social security, civil affairs, judicial mediation, health care, floating population management, comprehensive treatment security and so on, the main content of the public, the public, the public. The service extends to the interior of the rural society. In addition, it is to strengthen the construction of community organization and encourage the development of community social organizations that can undertake the work of government affairs. However, under the background of the current village and social double track operation, the rural new community still exists the serious tendency of the community administration in the transformation, the community function and function are not clearly defined, and the community is not clear. The power relations of the organization have not been straightened out, the social organization in the rural community is not fully developed and the team security mechanism is not perfect, which makes the "village community difficult to merge", and it can not effectively reflect its superiority. In this paper, the nature and function orientation of the new rural community are established and the rural society is straightened out in view of the existing problems and current situation. The lateral management system of the District, straightening out the vertical management system of the rural community, strengthening the community organization cultivation and strengthening the construction of the rural community cadres and so on, and improving the rural community's new community management system through different ways and measures, so that the construction of the new rural community in Longwan will be promoted in a comprehensive way. We are realizing urban and rural co-ordination, harmonious development and common progress.
