东莞残疾人托养服务问题研究

【摘要】：为残疾人提供托养服务,是减轻残疾人及其家庭的负担,帮助残疾人融入社会的一种方式,也是政府提供公共服务,为人民服务的一种形式。近年来,随着社会经济的发展,我国各级政府牵头,社会积极参与,在全国范围内陆续向智力、精神和重度残疾人及其家庭提供了形式多样的残疾人托养服务,为残疾人提高自身素质,增强信心,参与社会学习、生活、工作,减轻残疾人家庭的经济、精神负担创造了条件,也在一定程度上促进了社会的和谐和稳定。作为我国经济发展的大市,东莞市在残疾人托养服务方面,一直有自身独特的做法,并取得了一定的成效。了解和分析东莞残疾人托养服务的基本做法,探讨其存在的问题,总结其经验,有利于继续推动、完善东莞市残疾人托养服务,也为我国其他省市残疾人托养服务的完善提供一定的借鉴。文章通过运用文献分析方法,梳理了我国残疾人社会保障与残疾人托养服务的相关文献,并在此基础上,在公共服务理论、社会支持理论和协同治理理论的基础上,通过运用实证分析方法对东莞残疾人托养服务的运作情况、效果模式进行了实证研究。调查发现,经过持续的努力,东莞市已经建立起了“政府主导,社会参与”的涵盖全日制托养、日间托养、居家上门服务和庇护性就业的比较完整的残疾人托养服务体系,为残疾人提供了较为丰富、优质的托养服务。但东莞残疾人托养服务仍然存在一些问题,主要包括残疾人托养服务的社会支持、配套设施不足,托养服务地域差异较大,以及提供残疾人托养服务的专业人员相对缺乏,资源比较分散。这些问题的存在,难免影响了残疾人托养服务的品质。之所以当前东莞残疾人托养服务还存在诸多问题,其原因主要还是政府与社会对残疾人托养服务不够重视,制度供给、资金支持存在一定的不足,以及残疾人托养服务的公益组织发育不够充分,社会支持网络不是很健全等。因此,必须采取各方面的措施进一步推进东莞市残疾人托养服务的发展,东莞市政府与社会应该树立和落实“新残疾人观”,并在此基础上,加大宣传,完善残疾人托养服务的制度建设,加大资金、场馆和人员投入,引入社会力量,培育和发展残疾人托养服务的相关社会组织,加快构建托养服务的社会支持网络等。唯有多管齐下,东莞残疾人托养服务发展才能取得更大的进步。
[Abstract]:The provision of care services for persons with disabilities is a way to alleviate the burden on persons with disabilities and their families and to help them integrate into society. It is also a form of government provision of public services and services for the people. In recent years, with the development of social economy, the governments at all levels in our country have taken the lead and the society has actively participated in providing various forms of care services for persons with intellectual, mental and severe disabilities and their families throughout the country. It has created conditions for the disabled to improve their own quality, enhance their confidence, participate in social study, life and work, reduce the economic and mental burden of disabled families, and to a certain extent promote social harmony and stability. As a big city of economic development in our country, Dongguan City has its own unique practice in the field of care service for the disabled, and has achieved certain results. To understand and analyze the basic practice of the care service for the disabled in Dongguan, to discuss its existing problems, and to sum up its experience will help to continue to promote and perfect the care service for the disabled in Dongguan. It also provides some reference for the improvement of care service for the disabled in other provinces and cities of our country. By using the method of literature analysis, this paper combs the relevant literature on the social security of the disabled and the care service for the disabled in China, and on this basis, on the basis of the theory of public service, the theory of social support and the theory of cooperative governance. By using the empirical analysis method, this paper makes an empirical study on the operation and effect model of the care service for the disabled in Dongguan. The investigation found that through sustained efforts, Dongguan City has established a relatively complete care service system for the disabled, including full-time care, day care, home service and sheltered employment, which is "government-led and social participation." For the disabled to provide a relatively rich, quality care services. However, there are still some problems in the care service for the disabled in Dongguan, mainly including the social support for the care service for the disabled, inadequate supporting facilities, large regional differences in the care service, and the relative lack of professionals providing care services for the disabled. Resources are relatively scattered. These problems inevitably affect the quality of care services for the disabled. At present, there are still many problems in the care service for the disabled in Dongguan. The main reasons are that the government and society do not pay enough attention to the care service for the disabled, and there are certain deficiencies in the system supply and financial support. As well as the disabled care service public welfare organizations are not fully developed, social support network is not very sound and so on. Therefore, various measures must be taken to further promote the development of care services for the disabled in Dongguan City. The Dongguan government and society should establish and implement the "New concept of disabled Persons" and, on this basis, increase publicity. Improve the institutional construction of care services for the disabled, increase funds, stadiums and personnel input, introduce social forces, foster and develop the relevant social organizations of care services for the disabled, and accelerate the construction of the social support network of foster care services. Only a multi-pronged approach, the development of care services for the disabled in Dongguan can make greater progress.
