人社政务办公系统的设计与开发

【摘要】：在各国积极倡导的“信息高速公路”的应用领域中,“电子政务”被列为第一位,信息化在社会中已经占据重要位置。电子政务中不可或缺的办公自动化OA系统建设也被越来越多的被提出,随着政务信息化建设的不断推进,各级政府、各个部门都已充分认识到加快政府管理信息化建设的重要性和紧迫性。政务信息化建设,希望从思想观念、管理方式等方面进行信息化管理改革,其中最有效的手段就是建设政府办公自动化系统,使政府机构各部门计算机化、网络化,提高政府的行政、服务和管理效率,利用信息技术精简组织,简化办公。办公OA一改往前复杂、低效的手工办公方式,使单位内部员工方便快捷的共享信息、协同高速的完成工作。OA系统的普及使得在政府内部,各级领导可以在网上及时了解、指导和监督各级部门间的工作情况,并更快、更方便地向各部门做出各项指示,这将带来办公模式与行政观念的一次崭新改革。本文通过研究和分析办公自动化系统在国内外应用的现状,设计开发出一套基于J2EE规范,以MySQL为数据库、Tomcat为服务器的针对人力资源和社会保障局业务需求的办公系统。文中先简单介绍用于开发的相关背景知识,然后以UML为建模工具,对人社政务办公系统进行了需求分析、总体设计,并且以其中比较核心的模块为例进行了系统的详细分析和设计,开发完成了系统的原型系统,经过单位实际环境的测试和使用,效果较好。
[Abstract]:In the application field of "information superhighway" advocated by many countries, "e-government" is listed as the first, and information has already occupied an important position in the society. The construction of OA system of office automation, which is indispensable in e-government, has been put forward more and more. With the development of information construction of government affairs, governments at all levels, All departments have fully recognized the importance and urgency of speeding up the construction of government management information. In the construction of government information, we hope to carry out the reform of information management from the aspects of ideology and management, among which the most effective means is to build the government office automation system, to make the various departments of government organizations computerized and networked. Improve the efficiency of government administration, service and management, use information technology to streamline organization and simplify office. As soon as the office OA is changed to a complex and inefficient manual office mode, the employees in the unit can share information conveniently and quickly, and the popularization of the collaborative and high-speed work .OA system makes it possible for leaders at all levels to learn about it in time on the Internet within the government. To direct and supervise the work of departments at all levels, and to give instructions to departments more quickly and more easily, will bring about a new reform of office mode and administrative concepts. Based on the research and analysis of the present situation of the application of office automation system at home and abroad, this paper designs and develops a set of office system based on J2EE standard and using MySQL as the database Tomcat as the server to meet the business needs of the Bureau of Human Resources and Social Security. This paper briefly introduces the relevant background knowledge used in the development, then takes UML as the modeling tool, carries on the demand analysis to the human society government affairs office system, the overall design, And taking the core module as an example, the system is analyzed and designed in detail, and the prototype system is developed. The system is tested and used in the unit environment, and the effect is good.
