【摘要】：在经济社会高速发展的今天，社会保障作为一种保障民生的重要制度手段越来越受到各国政府的广泛重视，我国政府同样也不例外，尤其在《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》中提出要要把以民生为重点的社会建设放在更加突出的位置，以促进社会公平公正为目标，这就要求我们加强社会保障均等化问题研究。改革开放三十年来，我国社会保障制度建设取得了举世瞩目的成就，但是也积累了不少问题，其中最为重要的问题之一就是基本社会保障的非均等化。笔者发现基本社会保障的非均等化问题广泛存在于城乡之间、不同职业之间和不同地域之间。这种不均等现象如果不加以有效控制便会产生严重的社会问题，因此对于基本社会保障均等化问题的研究是很有现实意义和价值的。首先，实现基本社会保障均等化体现了我国政府让全体人民共享发展成果的理念；其次，实现基本社会保障均等化有助于缓和我国现阶段贫富差距悬殊的社会矛盾；再次，实现基本社会保障均等化充分体现了我国政府尊重并且保护人权的态度。笔者通过搜集、学习和分析各种资料，发现对于这个问题国内学者的研究成果很少，国外发达国家在社会保障均等化问题上具有一些成功经验，但是如果直接生搬硬套这些成功的经验往往会导致水土不服，甚至结果还可能适得其反。本文试图从我国基本社会保障非均等的现实情况出发，通过对问题根源的深度剖析来发现导致我国基本社会保障非均等化问题的深层次原因，，结合我国的具体国情和实际情况并且借助国外基本社会保障均等化成功经验，从制度建设角度提出对于我国社会保障均等化建设的可行性建议，使我国基本社会保障体系更加完善。
[Abstract]:With the rapid development of economy and society, social security, as an important institutional means to safeguard people's livelihood, has been paid more and more attention by the governments of all countries, and our government is no exception. In particular, in the proposal of the CPC Central Committee on the formulation of the Twelfth Five-Year Plan for National Economic and Social Development, it was proposed that the social construction, which focuses on the people's livelihood, should be placed in a more prominent position, with the goal of promoting social equity and justice. This requires us to strengthen the study of equalization of social security. During the past 30 years of reform and opening up, the construction of social security system in China has made remarkable achievements, but it has also accumulated a lot of problems, among which one of the most important problems is the non-equalization of basic social security. The author finds that the non-equalization of basic social security exists widely between urban and rural areas, between different occupations and different regions. If the phenomenon of inequality is not effectively controlled, serious social problems will arise. Therefore, the study of equalization of basic social security is of great practical significance and value. First, the realization of equalization of basic social security reflects the government's idea of letting all the people share the fruits of development; secondly, the realization of equalization of basic social security helps to alleviate the social contradiction of the disparity between the rich and the poor in our country at the present stage; thirdly, The realization of equalization of basic social security fully reflects our government's attitude of respecting and protecting human rights. By collecting, studying and analyzing various kinds of data, the author finds that there are few research results on this issue among domestic scholars, and developed countries abroad have some successful experiences on the issue of equalization of social security. But directly copying these successful experiences can lead to unpalatable, and even counterproductive, results. This paper tries to find out the deep-seated causes of the non-equalization of basic social security in China through the deep analysis of the root of the problem from the point of view of the reality of the non-equalization of the basic social security in China. According to the actual situation of our country and the successful experience of equalization of basic social security in foreign countries, this paper puts forward some feasible suggestions on the construction of equalization of social security in China from the point of view of system construction. Make our country's basic social security system more perfect.
