《俄罗斯联邦养恤保险金法》文本汉译实践报告

【摘要】：随着中俄两国交流的不断深化,大量法律文书涌现,法律翻译的重要性日益突出。社会保障是全球性问题,也是我国民生改革的重要方面。对俄罗斯社会保障领域的法律进行翻译,不仅有利于促进中俄两国关系的发展,而且对完善我国的社会保障制度具有借鉴意义。笔者翻译的内容是《俄罗斯联邦养恤保险金法》(Федеральныйзаконостраховыхпенсиях)。这部法律于2013年12月出台,自2015年1月1日开始实施。其立法目的在于保护俄联邦公民享有取得养恤保险金的权利,保障养恤保险金体系的财政平衡,提高国家、用人单位、劳动者对养恤保险金保障水平的责任感。法律规定的主要方面有:养恤保险金的确定条件、养恤保险金类型、保险期间及其计算程序、保险金额及其计算公式等。本报告通过对原文的翻译,举例说明了该法律文本汉译的方法及策略。报告分为四章:第一章为引言部分,描述了翻译任务,介绍了译前的准备及翻译过程;第二章和第三章是本报告的核心部分,主要从词汇和句子两方面,分析典型译例,总结翻译技巧;第四章是翻译实践总结。法律翻译研究对培养法律翻译人才具有很大的意义。
[Abstract]:With the deepening of exchanges between China and Russia, a large number of legal documents have emerged, and the importance of legal translation has become increasingly prominent. Social security is a global issue, but also an important aspect of China's livelihood reform. The translation of laws in the field of social security in Russia is not only conducive to the development of Sino-Russian relations, but also to the improvement of the social security system in China. The author translated the Law on Pension Insurance of the Russian Federation. The law was enacted in December 2013 and has been in force since January 1, 2015. Its legislative aim is to protect the rights of citizens of the Russian Federation to obtain pension insurance, to ensure the financial balance of pension insurance system, and to enhance the sense of responsibility of the state, employers and workers to the level of pension insurance protection. The main aspects of the legal provisions are: the certain conditions of pension insurance, the type of pension insurance, the period of insurance and its calculation procedure, the amount of insurance and its calculation formula and so on. Through the translation of the original text, this report illustrates the methods and strategies of translating the legal text into Chinese. The report is divided into four chapters: the first chapter is the introduction, which describes the task of translation, introduces the preparation and the process of translation before translation, and the second and third chapters are the core parts of this report, mainly from the lexical and sentence aspects, the analysis of typical translation examples. Chapter four is a summary of translation practice. The study of legal translation is of great significance to the cultivation of legal translation talents.
