保险独立代理人制度实施建议

【摘要】:改革开放以来,我国保险业得到了快速的发展,在国民经济的发展和社会稳定方面扮演了重要角色。保险营销员制度自九十年代初引入以来,在促进我国保险行业发展、完善社会保障体系、提供就业机会、增进社会稳定方面发挥了重要作用。但随着保险行业的不断深入发展,现行保险营销员制度自身存在的问题也逐渐暴露,影响到保险业的持续健康发展。对此,2015年9月中国保险监督管理委员会提出推行独立代理人制度,并以此作为营销体制改革的举措之一。独立代理人是中国保险市场的新生事物,如何根据独立代理人制度特点,并结合中国保险业的实际情况去实施独立代理人制度,就成为迫切需要研究的课题。本文运用案例分析等分析方法,以独立代理人制度为主要研究对象,对该制度的实施问题进行了较为全面、系统的分析。论文将独立代理人制度与传统保险营销员制度进行对比,指出了前者的特点和优势。通过剖析当前国内保险营销员存在的问题和成因,探讨独立代理人制度实施后将对我国保险市场产生的影响和对解决现有问题发挥的作用,指出了实施独立代理人制度的意义。通过对发达国家(地区)保险代理制度不同层面的实践情况进行比较研究,得出对我国保险代理业发展的借鉴和启示。论文从行业发展的角度进行分析,根据独立代理人制度的特点,以规避传统营销制度中的弊端为出发点,并且借鉴发达国家(地区)保险代理制度的实践经验,提出了实施独立代理人制度的具体建议。论文认为,在中国保险行业内实施独立代理人制度需要监管部门、行业机构和独立代理人自身三方的共同努力。监管部门应制定独立代理人相关的法律法规,建立服务评级系统,明确各方监管职责,并且在政策资源方面对独立代理人给予特殊支持;行业内需要建设一批针对于独立代理人的服务机构,包括教育培训机构、事务代理机构、保险中介信息平台、日常业务管理系统等等,以帮助独立代理人顺利开展业务;独立代理人应当发展自身的业务专长,通过多种渠道与客户接触,并为客户提供优质服务,在市场竞争中获取优势。
[Abstract]:Since the reform and opening up, China's insurance industry has developed rapidly and played an important role in the development of national economy and social stability. Since the introduction of the insurance marketer system in the early 1990s, it has played an important role in promoting the development of the insurance industry in China, perfecting the social security system, providing employment opportunities and promoting social stability. However, with the continuous development of insurance industry, the existing problems of insurance marketers themselves are gradually exposed, which affects the sustainable and healthy development of the insurance industry. Therefore, in September 2015, China Insurance Regulatory Commission proposed to implement the independent agent system, which is one of the measures to reform the marketing system. Independent agent is a new thing in China's insurance market. How to implement independent agent system according to the characteristics of independent agent system and the actual situation of China's insurance industry has become an urgent issue to be studied. In this paper, the author makes a comprehensive and systematic analysis of the implementation of the independent agent system by means of case analysis and other analytical methods. This paper compares the independent agent system with the traditional insurance marketer system, and points out the characteristics and advantages of the former. By analyzing the existing problems and causes of the current domestic insurance marketers, this paper probes into the influence of the independent agent system on the insurance market in China and the role of the independent agent system in solving the existing problems, and points out the significance of implementing the independent agent system. Based on the comparative study of the different levels of insurance agency system in developed countries (regions), this paper draws lessons from and enlightens the development of insurance agency industry in China. Based on the characteristics of independent agent system, the paper analyzes from the angle of industry development to avoid the disadvantages of traditional marketing system, and draw lessons from the practical experience of insurance agency system in developed countries (regions). Some concrete suggestions for the implementation of the independent agent system are put forward. The paper holds that the implementation of the independent agent system in Chinese insurance industry requires the joint efforts of the supervision department, the industry organization and the independent agent itself. Regulators should formulate relevant laws and regulations of independent agents, establish service rating system, clarify the supervision responsibilities of all parties, and give special support to independent agents in terms of policy resources; In order to help independent agents to carry out business smoothly, it is necessary to build a number of service institutions for independent agents in the industry, including education and training institutions, agency agencies, insurance intermediary information platform, daily business management system and so on. Independent agents should develop their own business expertise, contact customers through various channels, and provide customers with quality services to gain an advantage in market competition.
