新型城镇化与农业转移人口社会保障的空间正义向度

【摘要】：城镇化的本质是农业人口向城镇非农产业的空间转移和空间聚集过程。符合空间正义原则的新型城镇化的一个重要的任务,在于为农业转移人口提供进入城镇空间的社会保障通道,保障其生存权、发展权与安全权,保障他们可以自由空间迁徙、平等参与现代化建设、共同分享基本公共服务及现代化成果。从社会空间视角来看,农业转移人口社会保障只是一种"权宜之计",是构建和谐城乡空间关系的重要环节。新型城镇化的未来出路在于构筑一种城乡一体化的新社会空间。
[Abstract]:The essence of urbanization is the spatial transfer and agglomeration process from agricultural population to urban non-agricultural industry. An important task of the new type of urbanization, which conforms to the principle of space justice, is to provide a social security channel for the agricultural transfer population to enter the urban space, to guarantee their right to survival, development and security, and to guarantee their freedom of movement in space. To participate in the modernization drive on an equal footing and to share the fruits of basic public services and modernization. From the perspective of social space, the social security of agricultural transfer population is only an "expedient measure", and it is an important link in constructing a harmonious spatial relationship between urban and rural areas. The future outlet of new urbanization lies in constructing a new social space of urban and rural integration.
