土默特左旗农村耕地流转影响因素研究

【摘要】：中国是一个农业人口大国,土地面积世界第三,人均不敷,要想更好的生产和发展,不仅需要保住18亿亩耕地的红线,更需要提高农业产出的效率,发展现代农业,保障粮食供给的安全性。长久以来,我国第一产业发展的主要模式是寻求农产品数量的增长,忽视了农产品的质量。目前我国农产品产能过剩,同时又面临着国际农产品的贸易壁垒,想要满足日益变化的农产品需求,去掉农产品库存,这就要求我们调整结构,采用新方法促进农业现代化发展,而有效的耕地流转是实现这一目标的重要保障。本文运用地租、产权、制度变迁等理论,在参考国内外相关文献的基础上,以中共中央办公厅、国务院办公厅印发的《关于完善农村土地所有权承包权经营权分置办法的意见》为依据,展开了对土默特左旗农村耕地流转的现状及影响因素的理论分析和实践研究,发现土默特左旗农村耕地流转存在的主要问题有耕地流转的价格相对较低、耕地流转的不规范、社会保障制度的不完善、农业资金投入不足等,提出了培育新型农民、规范耕地流转行为、完善社会保障制度、加大农业资金投入等对策。耕地是不可再生资源,而农业的发展又主要依赖于耕地,如何盘活耕地资产、提高耕地的利用效率变得十分重要。耕地流转的资源配置方式是解决上述难题的有效措施之一。
[Abstract]:China is a country with a large agricultural population, with the third largest land area in the world and insufficient human resources. In order to achieve better production and development, it is necessary not only to maintain the red line of 1.8 billion mu of cultivated land, but also to improve the efficiency of agricultural output and to develop modern agriculture. To ensure the safety of food supply. For a long time, the main mode of the development of primary industry in our country is to seek the increase of the quantity of agricultural products and ignore the quality of agricultural products. At present, our country has overcapacity for agricultural products, and at the same time is facing international barriers to trade in agricultural products. If we want to meet the ever-changing demand for agricultural products and remove the stocks of agricultural products, this will require us to adjust our structure. The new method is adopted to promote the development of agricultural modernization, and the effective circulation of cultivated land is an important guarantee to achieve this goal. Based on the theories of land rent, property rights and institutional changes, and referring to the relevant documents at home and abroad, this paper uses the General Office of the CPC Central Committee. On the basis of the opinions on perfecting the measures for separating the Management right of Rural Land ownership and contract Rights, issued by the General Office of the State Council, the theoretical analysis and practical study on the current situation and influencing factors of rural arable land circulation in Tumert Zuo Banner have been carried out. It is found that the main problems existing in the transfer of cultivated land in Tumert Zuo Banner are the relatively low price of the circulation of cultivated land, the non-standard circulation of cultivated land, the imperfection of social security system, the insufficient investment of agricultural funds, and so on. Standardize cultivated land circulation behavior, perfect social security system, increase agricultural capital investment and other countermeasures. Cultivated land is a non-renewable resource, and the development of agriculture mainly depends on cultivated land. How to activate cultivated land assets and improve the utilization efficiency of cultivated land becomes very important. The resource allocation of cultivated land circulation is one of the effective measures to solve the above problems.
