农地流转、城乡收入差距与农村社会保障——基于面板门槛模型的实证研究

【摘要】：文章基于农村社会保障与农地流转之间的理论前提,运用门槛模型对我国29个省市自治区1988-2011年间农地流转与农村社会保障之间的关系进行了实证研究。结果表明:农地流转只对生活和医疗保障起到直接作用;农地流转通过影响城乡收入对农村社会保障的作用显著,且具有差异性;当跨越一定的门槛值时,由于多重现实因素,就业和养老保障功能逐渐丧失,收入差距缩小,最终将促进城乡社会保障的一体化,这说明了农地流转在农村社会保障体系建设中的重要作用。因此,由于农地流转的阶段性功能,要完善我国农村社会保障体系,应当继续确保农地的保障功能、丰富农地流转的参与方式并依托农地流转建立农户的长效增收机制。
[Abstract]:Based on the theoretical premise between rural social security and rural land transfer, this paper makes an empirical study on the relationship between rural land transfer and rural social security from 1988 to 2011 in 29 provinces, cities and autonomous regions of China using threshold model. The results show that: farmland transfer only plays a direct role in life and medical security; the effect of rural land transfer on rural social security is significant by affecting urban and rural income, and there are differences; when crossing a certain threshold, because of multiple realistic factors, rural land transfer has a significant effect on rural social security through affecting the income of urban and rural areas. The function of employment and old-age security is gradually lost, and the income gap is narrowed, which will eventually promote the integration of urban and rural social security, which shows the important role of agricultural land transfer in the construction of rural social security system. Therefore, in order to perfect the rural social security system of our country, we should continue to ensure the function of rural land security, enrich the participation mode of agricultural land transfer and establish the long-term income increase mechanism of farmers based on the rural land circulation.
