共享发展与失地农民社会保障

【摘要】：失地农民是伴随着我国经济社会的快速发展产生的特殊群体,失地农民保障问题能否得到妥善解决是关乎我国经济稳定、社会有序发展的关键。首先,共享发展理念是失地农民保障的政策依据和迫切需求;其次,现阶段,失地农民的生存状态有悖于共享发展理念,是共享发展的主要羁绊;再次,构建以共享发展为引领的失地农民社会保障机制,需要逐步完善失地农民补偿安置机制,构建普惠型失地农民社会保障机制,构建以政府为主导的风险共担机制。总之,面对失地农民保障问题,现有的安置政策已经无法满足越来越复杂的实际情况,共享发展理念的适时提出对指导失地农民保障问题指明了方向,做出了强有力的政策保障,对促进失地农民在有效的政策安排下共享社会发展的经济成果具有重要意义。
[Abstract]:The land-lost farmers are a special group with the rapid development of our country's economy and society. Whether the security of land-lost farmers can be solved properly is the key to the economic stability and the orderly development of our society. Firstly, the concept of shared development is the policy basis and urgent demand for the security of land-lost farmers; secondly, at this stage, the living conditions of land-lost farmers are contrary to the shared development concept, and are the main fetters of shared development; third, In order to construct the social security mechanism of land-lost peasants guided by shared development, it is necessary to gradually perfect the compensation and placement mechanism of land-lost farmers, to construct the social security mechanism of the general land-lost peasants, and to build a risk-sharing mechanism led by the government. In a word, in the face of the security problem of land-lost farmers, the existing resettlement policies can no longer meet the increasingly complex actual situation. The timely proposal of sharing the concept of development has pointed out the direction to guide the security of land-lost farmers. It is of great significance to promote the peasants who have lost land to share the economic achievements of social development under the effective policy arrangement.
