乌鲁木齐市创业培训问题研究

【摘要】:我国是一个人口大国,就业问题关乎政权、关乎民生,一直以来都是一个重大的政治问题和社会问题。针对此,政府部门相继出台了“以培训促进创业、以创业促进就业”的再就业培训和创业培训等一系列积极的就业政策来解决就业问题。就业是新疆最大的民生问题,如果就业问题得不到妥善地解决,将会影响国家“一带一路”战略实施和稳疆安疆大局。而创业是促进就业的重要途径,是今后扩大就业的重要渠道,创业培训是我国现阶段及未来相当长一段时间内解决就业和提高人口职业素质的重要项目。乌鲁木齐市人力资源和社会保障局紧紧抓住创业培训不放松,把创业和就业结合起来,以创业创新带动就业,缓解当前的就业压力。尤其在经济的新常态的情况下,如何将“互联网+”、注重创新创业等有效地结合起来,提升乌鲁木齐市创业培训工作的水平,日益成为我们值得关注的课题。通过研究,乌鲁木齐市创业培训工作取得了良好的成绩,但也存在着一些问题,如相关部门协调不力,缺乏明确的评估标准和追踪反馈机制等,这些问题直接影响了创业培训工作的进一步发展。本文在分析当前创业背景和新时期创业环境出现新情况的前提下,根据当前创业群体进入转换期这一特征,从全局角度出发,及时地发现创业培训中的不足和缺陷,进而有针对性地提出未来乌鲁木齐市开展新一轮创业培训工作的若干建议和对策,助力乌鲁木齐市创业培训工作更上一层楼,最终带动更多人就业,缓解就业压力。
[Abstract]:China is a populous country, the employment issue is related to the regime, people's livelihood, has always been a major political and social issues. In view of this, government departments have issued a series of active employment policies such as "training to promote entrepreneurship, entrepreneurship to promote employment", and so on. Employment is the biggest livelihood problem in Xinjiang. If the employment problem is not solved properly, it will affect the implementation of "Belt and Road" strategy and the overall situation of stabilizing Xinjiang. Entrepreneurship is an important way to promote employment and an important channel to expand employment in the future. Entrepreneurship training is an important project to solve employment and improve the professional quality of population at present and for a long time in the future. Urumqi Human Resources and Social Security Bureau tightly grasps entrepreneurship training, combines entrepreneurship with employment, promotes employment with entrepreneurial innovation, and relieves the current employment pressure. Especially in the new normal situation of the economy, how to combine "Internet" effectively and how to improve the level of entrepreneurship training in Urumqi is becoming a subject that we should pay attention to day by day. Through the research, Urumqi City entrepreneurship training has made good achievements, but there are some problems, such as the lack of coordination between relevant departments, lack of clear evaluation criteria and tracking feedback mechanism, etc. These problems directly affect the further development of entrepreneurial training. Based on the analysis of the current background of entrepreneurship and the new situation of entrepreneurial environment in the new period, according to the characteristics of the current entrepreneurial group entering the transition period, this paper, from the perspective of the overall situation, finds out the shortcomings and defects in entrepreneurship training in a timely manner. Furthermore, some suggestions and countermeasures are put forward to carry out a new round of entrepreneurship training in Urumqi in the future, which will help Urumqi to mount a tall building again and eventually bring more people into employment and relieve the pressure of employment.
