制度理性—政治实践:社会治理创新下中国社会保障的定位与路径选择

【摘要】：社会主义市场经济体制改革的深入和社会转型的加速,导致民生需求不断升级,城市化、信息化进程加快,社会建设和治理能力现代化面临重大挑战。社会保障作为公共事务,是改善民生的重点,是社会治理创新的基石和重要内容。以社会保障制度建设为契机,可以创新社会治理方式,提升社会治理效度和水平。文章从制度理性和政治实践入手,结合社会保障制度属性分析,及其在社会治理创新中的定位,以社会治理创新的视角,提出社会保障制度建设的优化路径。
[Abstract]:With the deepening of the reform of socialist market economy system and the acceleration of social transformation, the needs of people's livelihood are constantly upgraded, the process of urbanization and information technology is quickened, and the modernization of social construction and governance ability is faced with great challenges. As public affairs, social security is the focus of improving people's livelihood and the cornerstone and important content of social governance innovation. Taking the construction of social security system as an opportunity, we can innovate the way of social governance and improve the validity and level of social governance. Starting with institutional rationality and political practice, combined with the analysis of the attributes of social security system and its orientation in the innovation of social governance, this paper puts forward the optimized path of the construction of social security system from the perspective of social governance innovation.
