农村养老服务供给中的政府责任再探——以山东省为例

【摘要】：山东省农村老龄化有如下特点:以中龄老年人为主;老年人口抚养比高于城镇;一人户老人家庭比例较高;老年人的生活来源较为单一;不少老年人的健康及自理状况堪忧。农村养老服务面临如下困境:政府缺乏对农村养老问题的足够重视;养老服务体系处于一种残缺型福利状态;养老机构无法满足老年人多元化的需求;较低的社会保障水平难以确保老年人的医养需要。政府在农村养老服务供给中应承担如下责任:树立社会契约型的养老责任;确立政府间的财权事权责任;培育农村养老服务市场发展的责任;完善农村社会保障制度的责任;统筹以省级为方向的城乡一体化的社会政策责任。
[Abstract]:The characteristics of rural aging in Shandong Province are as follows: the middle aged people are the main; the dependency ratio of the elderly population is higher than that of the towns; the proportion of one-person elderly families is higher; the living resources of the elderly are relatively single; many elderly people's health and self-care condition are worrying. The rural old-age service is faced with the following difficulties: the government does not pay enough attention to the rural old-age problem, the old-age service system is in a state of incomplete welfare, the old-age institution can not meet the diversified needs of the elderly; The lower level of social security is difficult to ensure the medical care needs of the elderly. The government should bear the following responsibilities in the supply of rural old-age service: to establish the social contractual responsibility for the aged; to establish the responsibility of financial rights and affairs between governments; to cultivate the responsibility for the development of the rural old-age service market; to improve the rural social security system; Coordinate the social policy responsibility of urban and rural integration in the direction of provincial level.
