基本社会保障均等化的内涵、特征及其测度指标体系

【摘要】：基本社会保障是我国基本公共服务的核心组成部分,其均等化能否顺利推进充分体现着政府治理能力的现代化水平。在界定基本社会保障范畴的基础上,探讨均等化的性质进而阐述基本社会保障均等化的内涵与特征,以此为依据,分别从区域均等、城乡均等与群体均等三个方面构建了基本社会保障均等化的测度指标体系,为推进基本社会保障均等化实践提供借鉴和参考。
[Abstract]:The basic social security is the core part of the basic public service in China. On the basis of defining the category of basic social security, this paper discusses the character of equalization and then expounds the connotation and characteristics of the equalization of basic social security. Based on this, the paper constructs the measurement index system of basic social security equalization from three aspects:regional equalization, urban and rural equalization and group equalization, which provides reference for promoting the practice of basic social security equalization.
