农地流转公积金制度设想初探——基于农户农地流转意愿视角

【摘要】：为试图解决农地市场化流转中的农业适度规模经营政策激励与农民转出(退出)农地的生存保障问题,本文提出农地流转公积金制度设想。对9个省(区、市)496户农户的问卷调查结果显示,在所有受访者中,农地流转公积金制度条件下愿意转入和转出农地的农户比例分别为57.8%和51.6%,表明该制度设想中针对农地转入方和转出方的激励与保障内容符合多数农户的利益诉求。运用Gologit模型对农地流转公积金制度设想条件下农户农地流转意愿的影响因素进行分析发现:户主年轻、有农地经营借贷需求、参加了农业保险与农民专业合作社、家庭农业收入占比较高或处于经济发展水平较高地区的农户,农地流转公积金制度设想条件下具有较高农地转入意愿程度的可能性更大;户主文化程度为初中和高中及以上、户主从业领域为兼业和非农业、没有过农地流转行为、没有参加农民专业合作社、家庭农业收入占比和家庭劳动力占比较低、认为社会保障水平较高、所在村到附近城镇的距离较近的农户,农地流转公积金制度设想条件下具有较高农地转出意愿程度的可能性更大。
[Abstract]:In order to solve the problems of agricultural moderate scale management policy incentive and the survival guarantee of farmers transferring (withdrawal) farmland in the process of agricultural land marketization circulation, this paper puts forward the idea of farmland transfer provident fund system. The results of questionnaire survey on 496 farmers in 9 provinces (autonomous regions, cities) showed that among all the interviewees, the proportion of farmers who were willing to transfer and transfer farmland under the condition of farmland transfer provident fund system were 57.8% and 51.6%, respectively, indicating that the incentive and guarantee contents of the system were in line with the interests of most farmers. The Gologit model is used to analyze the influencing factors of farmers' willingness to transfer farmland under the assumption of farmland transfer provident fund system. It is found that the household head is young, has the demand of farmland management and borrowing, participates in agricultural insurance and farmers' professional cooperatives, and the farmers with higher household agricultural income or in areas with high level of economic development are more likely to have a higher degree of willingness to transfer farmland under the assumption of farmland transfer provident fund system. The educational level of the head of household is junior high school and senior high school and above, the field of household employment is part-time and non-agricultural, there is no behavior of farmland transfer, no participation in farmers' professional cooperatives, the proportion of family agricultural income and family labor force is relatively low, it is considered that farmers with higher social security level and close distance from their villages to nearby towns are more likely to have a higher degree of willingness to transfer agricultural land under the conditions of the farmland transfer provident fund system.
