莱芜市莱城区社会保障公共服务均等化问题研究

【摘要】：在20世纪,近一百年的历史,我国经济建设主要以实现工业现代化为目标。为了实现这一目标,我们国家必须吸收各种各样的资源,包括在农村地区。在传统体制下,我国对城市和农村分别实行了两套不同的经济社会体制,由此形成了颇具特色的所谓二元经济社会格局。在这样的一种格局下,城市和农村基本公共服务资源的配置各不相同,城市居民享受的基本公共服务多,农村居民享受的基本公共服务少。因而,在很长一段历史时期里,几乎没有基本公共服务均等化的理念。进入21世纪,迫切需要解决农村公共服务供给短缺问题。虽然农民作为平等的公民,但相对于农村发展甚至国家的发展来说,农民并没有享受到平等的国民待遇。党的十八大报告中强调,应该多为人民谋求福利,解决民生之困扰,更要确保人民的最基本的权利及最直接的现实利益。努力使得人民过上幸福的生活,把保障和改善民生放到国家发展更突出位置,下大力气解决好人民群众切身利益问题,逐步实现基本公共服务均等化,为全体社会成员提供大体均等的公共服务,是缓解社会矛盾和解决民生问题的现实需要,是建设社会主义和谐社会的重要条件,是落实以人为本的科学发展观的具体体现,对缩小区域和城乡发展差距、促进社会公平公正、维护社会和谐安定、确保人民共享发展成果都具有重大的政治和经济意义。本文将以研究农村公共服务的社会转型为主题,以服务农村地区的山东省莱芜市莱城区为实例。以理论和数据为支持,根据农民的需求从实证的角度进行研究,对莱城区社会保障均等化现状及存在的差异性及其原因进行了综合分析,并结合农村政策的实施,提出了相应的对策。认为实现城乡统一的社会保障,必须坚持城乡一体化发展的政策导向,逐步建立统筹规划和重点突破的惠民公共服务体系,建立相互衔接的城乡一体化社会保障体系,从而推进城乡社会保障均等化的实现。
[Abstract]:In the 20 th century, with a history of nearly one hundred years, China's economic construction mainly aims at realizing industrial modernization. In order to achieve this goal, our country must absorb all kinds of resources, including in rural areas. Under the traditional system, China has carried out two different sets of economic and social systems for urban and rural areas, thus forming a characteristic so-called dual economic and social pattern. In such a pattern, the allocation of urban and rural basic public service resources is different, urban residents enjoy more basic public services, rural residents enjoy less basic public services. Therefore, for a long period of time, there is little idea of homogenization of basic public services. In the 21 st century, it is urgent to solve the shortage of rural public service supply. Although farmers as equal citizens, but compared with rural development and even the development of the country, farmers do not enjoy equal national treatment. In the report of the 18th National Congress of the Communist Party of China (CPC), it is emphasized that the welfare of the people should be sought, the problems of people's livelihood should be solved, and the most basic rights and direct practical interests of the people should be ensured. Efforts to make the people lead a happy life, put the protection and improvement of people's livelihood in a more prominent position of national development, make great efforts to solve the vital interests of the masses of the people, gradually realize the Equalization of basic public services, and provide generally equal public services for all members of society are the realistic needs to alleviate social contradictions and solve the problems of people's livelihood, and an important condition for building a harmonious socialist society. It is the concrete embodiment of the people-oriented scientific concept of development, which is of great political and economic significance to narrow the gap between regional and urban-rural development, promote social fairness and justice, maintain social harmony and stability, and ensure that the people share the fruits of development. This paper will study the social transformation of rural public service as the theme, and take Laicheng District of Laiwu City, Shandong Province as an example. Based on the theory and data, according to the needs of farmers, this paper makes a comprehensive analysis of the present situation, existing differences and causes of social security equalization in Laicheng District, and puts forward some corresponding countermeasures combined with the implementation of rural policies. It is considered that in order to realize the unity of urban and rural areas, we must adhere to the policy orientation of the development of urban-rural integration, gradually establish the public service system for the benefit of the people through overall planning and key breakthroughs, and establish a social security system for urban-rural integration, so as to promote the realization of the equality of urban and rural social security.
