网络外交对于国家政治安全的影响论析

【摘要】：以网络为代表的信息技术的发展深刻影响着人类生活的众多方面,而作为网络技术与外交活动相结合的产物——网络外交的兴起则对于国际政治与国家安全产生了重要影响。本文结合近几年来网络外交的实践,对于其兴起动因、主要形式与特点进行了说明；在此基础上,重点论析了网络外交活动对于国家政治安全的影响。文章共分四个部分进行论述。第一章绪论说明了选题的背景、意义,相关问题的研究现状,及主要研究方法与创新点。第二章详细介绍了近年来网络外交活动兴起的实践与动因,说明了其主要类型与特点。在结合网络外交具体案例的基础上,将网络外交活动划分为“直接网络外交”与“间接网络外交／模糊网络外交”两种主要模式。这一划分理清了网络外交的概念,利于对其进一步的分析探讨。第三章在对于网络环境下国家政治安全说明的基础上,重点分析了网络外交活动对于国家主权、意识形态安全、政治稳定等方面所可能产生的影响,尤其是指出了网络外交可能透过政治谣言、动摇政权合法性与刺激非制度性政治参与威胁到国家的政治稳定,这是其较之于传统外交模式的主要突破所在。第四章主要结合信息主权在国家政治安全中的重要意义,提出了“虚拟边疆”的概念；并且通过对于网络外交多面性的总结,结合我国现阶段的具体国情,提出网络外交对于维护我国国家政治安全的若干思考。
[Abstract]:The development of information technology, represented by the network, has a profound impact on many aspects of human life. As a result of the combination of network technology and diplomatic activities, the rise of network diplomacy has had an important impact on international politics and national security. The main forms and characteristics are explained, and on this basis, the influence of network diplomacy on national political security is analyzed. This paper is divided into four parts. The first chapter introduces the background, significance, research status of related issues. The second chapter introduces the practice and motivation of the emergence of network diplomacy in recent years, and explains its main types and characteristics. The network diplomacy is divided into two main modes: "direct network diplomacy" and "indirect network diplomacy / fuzzy network diplomacy". This division clarifies the concept of network diplomacy. The third chapter, on the basis of the explanation of national political security under the network environment, focuses on the analysis of the influence of network diplomacy on national sovereignty and ideological security. In particular, it points out that network diplomacy may threaten the country's political stability through political rumors, shake the legitimacy of the regime and stimulate non-institutional political participation. This is the main breakthrough in comparison with the traditional diplomatic model. Chapter four mainly combines the important significance of information sovereignty in national political security, puts forward the concept of "virtual frontier", and summarizes the multifaceted nature of network diplomacy. According to the current situation of our country, this paper puts forward some thoughts on the maintenance of national political security by network diplomacy.
