中国和平崛起视角下的东亚秩序重构——从霸权秩序到合作秩序的转换

【摘要】：中国崛起是21世纪世界性议题,崛起方式的和平与否将对东亚秩序变动产生深刻影响。从内部来看,中国的经济中心主义、防御性现实主义政策与力量、内敛的儒家文化以及非和平崛起的成本考虑决定了中国崛起是一种温和理性的和平方式;从外部来讲,目前由美国主导的东亚霸权秩序,具有诸多不合意性,利益冲突、信任赤字、资源争夺、规制缺失和权力博弈是秩序失灵的现实困境,增加了中国和平崛起的风险。东亚秩序转换的基本动力来源于全球化、地区一体化、结构性权力变动和中国角色转换。中国和平崛起为构建东亚合作秩序注入积极的正能量。本文认为,中国和平崛起虽然是对国强必霸的逻辑否定,但不会对现有东亚霸权秩序进行颠覆性变革,渐进构建东亚合作秩序是中国和平崛起成本最小和收益最大的理性选择。
[Abstract]:Chinese rise is twenty-first Century world issues, the rise of the way of peace and will have a profound impact on the East Asian order change. From the internal point of view, Chinese economic centrism, defensive realism and restrained policy strength, Confucian culture and non peaceful rise cost determines Chinese rise is a gentler way of peace; from the outside, currently dominated by the U.S. hegemony in East Asia order, has many undesirable, conflicts of interest, trust deficit, the scramble for resources, lack of regulation and the power game is the real dilemma in order to increase the risk of failure, Chinese peaceful rise. The basic power source of East Asian order conversion to globalization, regional integration, structural power changes and China role transformation. Chinese peaceful rise for the construction of East Asian cooperation in order to inject positive energy. This paper argues that although the peaceful rise of China Hegemony of the logical negation, but will not be disruptive to change the existing East Asian hegemony, the gradual construction of East Asia cooperation order is a rational choice of the minimum cost and maximum profit of China peaceful rise.
