“一带一路”背景下北极环境安全的国际合作研究

【摘要】：《"一带一路"建设海上合作设想》新添"北冰洋方案",正式将北极地区纳入"一带一路"战略视野之中。在此背景下,北极环境变化及其所造成的广域性安全影响,关系着"北极海上丝路"沿线地区的民生福祉和可持续性发展。作为全球公共品之一,北极环境安全的扩散性、多样性与复杂性决定了国际合作治理的必要性。针对此领域依旧存在的合作关系不对称、规制不完备以及缺乏认同等不足与困境,作为"北极事务的重要利益攸关者",中国应以"一带一路"战略为指导,积极参与到以"绿色发展"协调矛盾关系,在"合作治理"模式下完善相应国际制度,建构基于"共同体"理念的合作认同,通力推进北极环境安全的国际合作进程之中。
[Abstract]:The "Arctic Ocean Plan" was added to "Belt and Road" to formally bring the Arctic region into the strategic vision of "Belt and Road".In this context, the Arctic environmental change and its wide area security impact are related to the well-being and sustainable development of the people's livelihood along the "Arctic Sea Silk Road".As one of the global public goods, the proliferation, diversity and complexity of Arctic environmental security determine the necessity of international cooperative governance.As an important stakeholder in Arctic affairs, China should be guided by the "Belt and Road" strategy in view of the shortcomings and dilemmas such as asymmetric cooperative relations, inadequate regulation and lack of identity that still exist in this field.It actively participates in the coordination of contradiction with "green development", consummates the corresponding international system under the mode of "cooperative governance", constructs the cooperative identity based on the concept of "community", and promotes the international cooperation process of Arctic environmental security.
