中国对非经济外交的特点及面临的挑战

【摘要】： 随着经济全球化的发展和中国经济地位的提升,经济外交在中国整体外交中的作用正不断增强。2005年3月,温家宝总理在十届人大三次会议的政府工作报告中提出要全面加强经济外交,这在中国历史上还是第一次,也说明了经济外交已被纳入到国家的整体发展战略中。中非开展各种形式的经济合作符合双方的利益,是增强中国经济实力、创造有利国际环境的需要,也是促进非洲地区和平发展、维护发展中国家权益的需要。中国对非经济外交具有鲜明的特点并取得了卓越的成就,并随着时代的发展呈现出不同的时代特色。世纪之初,通过启动“中非合作论坛”,中国与非洲国家之间建立了一种多边协商对话机制,完善合作机制成为新时期中国对非经济外交的一大亮点。当然,目前置于西方各界显微镜观察下的中非关系也面临着前所未有的新挑战,认知层面与发展程度的不足以及国家形象问题需要各方积极采取应对措施。本文旨在研究中国对非经济外交的特点,并分析其在新时期面临的挑战。首先从经济外交的概念界定着手,并分析了中国对非开展经济外交的原因。然后从中国对非经济外交的性质、形式、成效以及发展历史等方面重点研究了对非经济外交的特点,并指出建立在“互利共赢”原则基础上并与经济发展阶段相适应的中国对非经济外交取得了重要成果并符合双方长远利益。最后尝试分析目前形势下中国对非经济外交面临的挑战,并在此分析的基础上,提出可能的应对建议。
[Abstract]:With the development of economic globalization and the promotion of China's economic status, the role of economic diplomacy in China's overall diplomacy is increasing. Premier Wen Jiabao proposed in the government work report of the third session of the 10th National people's Congress to strengthen economic diplomacy in an all-round way. This is the first time in the history of China that economic diplomacy has been incorporated into the country's overall development strategy. China-Africa economic cooperation of various forms conforms to the interests of both sides and is the need to enhance China's economic strength and create a favourable international environment, as well as the need to promote peaceful development in the African region and safeguard the rights and interests of developing countries. China's non-economic diplomacy has distinctive characteristics and has made remarkable achievements, and with the development of the times, it presents different characteristics of the times. At the beginning of the century, by launching the China-Africa Cooperation Forum, China and African countries established a mechanism of multilateral consultation and dialogue, and perfecting the cooperation mechanism has become a bright spot of China's economic diplomacy to Africa in the new period. Of course, the Sino-African relationship, which is under the microscope of western circles, is facing unprecedented new challenges. The lack of cognition and development and the problem of national image need all sides to take active measures to deal with it. The purpose of this paper is to study the characteristics of China's non-economic diplomacy and to analyze its challenges in the new era. First, the concept of economic diplomacy is defined, and the reasons for China's economic diplomacy to Africa are analyzed. Then, the characteristics of China's non-economic diplomacy are studied in terms of its nature, form, effectiveness and development history. It is pointed out that China, which is based on the principle of "mutual benefit and win-win" and adapted to the stage of economic development, has made important achievements in non-economic diplomacy and conforms to the long-term interests of both sides. Finally, this paper tries to analyze the challenges China faces to non-economic diplomacy under the present situation, and puts forward some possible suggestions on the basis of the analysis.
