全球治理视野中的“和谐世界”理论研究

【摘要】： “和谐世界”理论的提出顺应了全球化时代的历史潮流,是中国的全球治理理论,它经历了一个从“和谐的世界”理念到“和谐世界”理论的发展过程。从理论的定位来看,“和谐世界”理论与全球治理都是规范理论,都把整个世界作为解释范畴,都强调权威的作用；从理论的构成要素来看,“和谐世界”理论与全球治理在价值、规则、主体、客体、绩效方面既有相当的一致性,也有所差异。本文从全球治理理论与“和谐世界”理论两者的理论渊源、背景、内涵等方面出发,对两者进行比较,指出二者的共性与不同,并提出了实现“和谐世界”理论的一些措施与方法。本文除引言外主要分为四个部分,主要包括：第一部分：本部分主要是对西方提出的全球治理理论基本问题进行论述,首先是治理与善治的问题。对这两个词的认识是对本文所要研究的最根本的前提。其次对西方全球治理理论的提出以及内容进行论述,得出全球治理理论存在的局限性。第二部分：主要是从我国传统“和谐”思想的起源出发,结合西方的“和谐”思想,通过分析国内国际两个背景,在我国提出“和谐世界”理论的理论渊源、时代背景以及其基本内涵等三个方面对“和谐世界”理论进行阐释。第三部分：通过对全球治理理论与“和谐世界”理论进行较为全面的比较,分析二者存在的共性,指出“和谐世界”理论在诸多方面较之全球治理理论存在的特点,是对全球治理理论的完善。第四部分：对“和谐世界”理论治理全球问题的应采取的具体措施进行论述。主要包括,国内构建和谐社会、构建和谐的大国关系、加强多边国际合作、加强联合国的作用以及制定中国的文化发展战略等几个方面
[Abstract]:The theory of "harmonious world" conforms to the historical trend of the era of globalization and is China's theory of global governance. It has undergone a development process from the concept of "harmonious world" to the theory of "harmonious world". From the position of theory, the theory of "harmonious world" and global governance are both normative theories, which regard the whole world as the category of interpretation and emphasize the function of authority. The theory of "harmonious world" is consistent with global governance in terms of value, rule, subject, object and performance. Based on the theoretical origin, background and connotation of the global governance theory and the "harmonious world" theory, this paper compares the two theories, and points out their similarities and differences. Some measures and methods to realize the theory of "harmonious world" are put forward. In addition to the introduction, this paper is mainly divided into four parts, including: the first part: this part mainly discusses the basic problems of global governance theory put forward by the West, first of all, the problem of governance and good governance. The understanding of these two words is the most fundamental premise of this paper. Secondly, it discusses the western theory of global governance and its contents, and concludes the limitations of the theory of global governance. The second part: from the origin of the traditional "harmonious" thought of our country, combined with the "harmonious" thought of the West, through the analysis of the domestic and international two backgrounds, put forward the theory of "harmonious world" in our country. The background of the times and its basic connotations explain the theory of "harmonious world". The third part: by comparing the theory of global governance with the theory of "harmonious world", the author analyzes the commonness of the two theories, and points out the characteristics of the theory of "harmonious world" compared with the theory of global governance in many aspects. It is the perfection of the theory of global governance. The fourth part: discusses the concrete measures that should be taken to deal with the global problems in the theory of "harmonious world". It mainly includes building a harmonious society at home, building harmonious relations among big countries, strengthening multilateral international cooperation, strengthening the role of the United Nations and formulating China's cultural development strategy.
