中国国家利益的维护和拓展

【摘要】：在中国国家利益的维护与拓展问题上,挑战大于机遇,挑战是眼前的,机遇是长远的。中国惟有着力顶层设计,奉行底线思维,抓住有利机遇,迎接艰难挑战,方可推进其全面崛起时代的到来。本文认为,应根据国内与国际结合、顶层与底线相配、发展与安全并重、当前与长远兼顾、独有与共享兼容、维护与拓展并行的原则对国家利益进行排序,根据情势变化,重新界定中国的核心利益。本文提出,中国核心利益的排序是:国家安全,国家主权,领土完整,国家统一,中国宪法确立的国家政治制度,经济社会可持续发展的基本保障,国际经济体系的基本稳定。以此为基础,本文进一步界定中国的重要利益和次要利益,并提出中国国家利益的维护与拓展的基本思路。
[Abstract]:On the issue of safeguarding and expanding China's national interests, the challenge is greater than the opportunity, the challenge is immediate, and the opportunity is long-term. Only by focusing on top-level design, pursuing bottom-line thinking, seizing favorable opportunities and meeting difficult challenges can China promote the arrival of the era of its all-round rise. This paper holds that the national interests should be sorted according to the principle of the combination of domestic and international, the top level and the bottom line, the equal emphasis on development and security, the current and long-term consideration, the unique and shared compatibility, the maintenance and expansion of parallel, and the core interests of China should be redefined according to the change of situation. This paper points out that the ranking of China's core interests is: national security, national sovereignty, territorial integrity, national unity, the national political system established by the Chinese Constitution, the basic guarantee of sustainable economic and social development, and the basic stability of the international economic system. On this basis, this paper further defines the important and secondary interests of China, and puts forward the basic ideas for the maintenance and expansion of China's national interests.
