【摘要】：正一、竞争中立政策的提出与推动澳大利亚是最早提出竞争中立概念的国家,它在1992年发布的"希尔默报告"中正式提出竞争中立概念。澳大利亚认为,竞争中立是指"重要的政府商业活动在与私营部门进行竞争中,不能因政府所有或控制而享有净竞争优势"。在澳大利亚提出"竞争中立"概念后,欧美国家在多边层面积极推动经济合作与发展组织(OECD)和联合国贸易和发展会议(UNCTAD)对竞争中立政策进
[Abstract]:On the first hand, Australia was the first country to put forward the concept of competitive neutrality. It formally put forward the concept of competitive neutrality in the Hilmer report issued in 1992. Australia believes that competition centralization means that "important government business activities cannot enjoy a net competitive advantage because of government ownership or control in competition with the private sector." After Australia put forward the concept of "competition centralization", European and American countries actively promoted the Organization for Economic Cooperation and Development (OECD) and the United Nations Conference on Trade and Development (UNCTAD) to promote competition neutrality policy at the multilateral level.
