当代中国文化扶贫存在的问题与对策

【摘要】：文化扶贫在扶贫开发中发挥着基础性、引领性作用,它是用文化的力量打断或阻隔贫困的自然传递,从改变和提升贫困人口的思想观念、精神状态、生存技能等综合素质入手,增强贫困人口脱贫致富的能力。我国文化扶贫建设方面取得了一定的成绩,但仍然存在许多问题,比如一些地方政府对文化扶贫的内涵认识不到位,文化扶贫供给与需求脱节导致效能不高,文化扶贫的政策体系仍不完善,社会力量参与不足等等。文化扶贫要想取得实效,政府应建立文化扶贫的统筹协调机制,创新公共管理体制和运行机制,整合公共文化资源,广泛动员全社会力量,利用数字化、产业化手段,精准发力;同时还要有长远眼光和规划,加强教育投入,增强贫困人口自我发展能力。
[Abstract]:Cultural poverty alleviation plays a fundamental and leading role in poverty alleviation and development. It is to interrupt or block the natural transmission of poverty with the power of culture, starting with changing and promoting the comprehensive qualities of the poor, such as their ideology, mental state, survival skills, etc.Strengthen the ability of the poor to get rid of poverty and become rich.Some achievements have been made in the construction of cultural poverty alleviation in our country, but there are still many problems. For example, some local governments do not have a good understanding of the connotation of cultural poverty alleviation, and the disconnection between supply and demand of cultural poverty alleviation leads to low efficiency.The policy system of cultural poverty alleviation is still imperfect, social force participation is insufficient and so on.In order to achieve actual results, the government should establish a coordinated mechanism for cultural poverty alleviation, innovate the public management system and operational mechanism, integrate public cultural resources, mobilize all social forces extensively, and make use of the means of digitization and industrialization.At the same time, we must have long-term vision and planning, strengthen education investment, and enhance the self-development ability of the poor.
