新生代农民工基本公共文化服务均等化路径探析

【摘要】：本文以公平正义理论为导向，以基本公共文化服务群体差异为研究对象，在收集、查阅、整理了2009-2013年近五年文献的基础上，结合国内外公共文化服务实践，探讨新生代农民工基本公共文化服务均等化路径。文章首先介绍了国内外的研究现状，并对基本概念进行界定。探寻了新生代农民工基本公共文化服务均等化的价值诉求及其价值载体，在此基础上，探析新生代农民工基本公共文化服务均等化的价值来源，在找到均等化的理论来源的基础上，，明确了新生代农民工基本公共文化服务均等化的实现主体，即政府、市场和社会。针对我国新生代农民工基本公共文化服务出现的问题和原因，先后选取了深圳宝安、河北霸州、法国、英国以及新加坡等几个国家和地区的事例，分析它们在公共文化服务建设过程中的着力点，学习它们在推进公共文化服务过程中的经验和教训。这些国家和地区的实践经验，分别从完善外来工文化体系、挖掘特色文化资源、文化资源的合理配置、文化权利均等化、重视文化遗产等五个方面，对我国目前基本公共文化服务的困境进行启发，对新生代农民工基本公共文化服务均等化的实现具有重大的启示作用。最后，文章从主体、制度、机制等几个角度，提出了几条新生代农民工基本公共文化服务均等化的对策建议，即丰富基本公共文化服务实现主体、改革现行制度、完善相关机制和挖掘区域文化服务资源，创新文化服务供给方式。试图通过这些途径保障新生代农民工的文化权利，享受到均等化的基本公共文化服务，逐步形成公共文化服务体系，进一步推进城市化进程。
[Abstract]:Based on the theory of fairness and justice, taking the difference of basic public cultural service groups as the research object, this paper, on the basis of collecting, consulting and sorting out nearly five years' literature from 2009 to 2013, combines the practice of public cultural service at home and abroad.To explore the new generation of migrant workers basic public cultural services equalization path.The article first introduces the domestic and foreign research status, and defines the basic concepts.This paper explores the value demands and value carriers of the equalization of the basic public cultural services of the new generation of migrant workers, and on this basis, probes into the value sources of the equalization of the basic public cultural services of the new generation of migrant workers.On the basis of finding the theoretical source of equalization, this paper clarifies the realization of equalization of basic public cultural services of the new generation of migrant workers, that is, government, market and society.In view of the problems and causes of the basic public cultural services of the new generation of migrant workers in China, the examples of several countries and regions, such as Shenzhen Baoan, Hebei Bazhou, France, Britain and Singapore, have been selected one after another.This paper analyzes their emphases in the construction of public cultural services, and studies their experiences and lessons in the process of promoting public cultural services.The practical experience of these countries and regions includes five aspects: perfecting the cultural system of migrant workers, excavating characteristic cultural resources, rational allocation of cultural resources, equalization of cultural rights, and attaching importance to cultural heritage.It enlightens the predicament of the basic public cultural service in our country at present, and has the important enlightenment function to the realization of the equalization of the basic public cultural service of the new generation of migrant workers.Finally, from the aspects of subject, system and mechanism, the article puts forward some countermeasures and suggestions for equalization of basic public cultural services of the new generation of migrant workers, that is, to enrich the main body of basic public cultural services and to reform the current system.Improve the relevant mechanisms and tap regional cultural service resources, innovation of cultural service supply.This paper attempts to protect the cultural rights of the new generation of migrant workers through these ways, to enjoy the equalization of basic public cultural services, to gradually form a public cultural service system, and to further promote the process of urbanization.
