河南浚县农村文化建设存在的问题及对策研究

【摘要】：在当前全面建设小康社会的关键时期,进一步加强和推进农村文化建设,具有十分重要的现实意义。立足河南浚县农村文化建设实际,如何解决存在的问题,实现农村文化发展繁荣,为浚县经济社会全面发展提供思想保证、精神动力和智力支持,是需要研究的一个重要课题。本文的行文逻辑是在掌握有关农村文化建设研究成果、充分认识农村文化建设重要性的基础上,深入浚县农村开展调查研究,通过定量与定性分析相结合,发现浚县农村文化建设方面存在的突出问题,深入发掘导致其产生的主要原因,研究提出有针对性的解决对策。第一部分,从五个方面认识加强农村文化建设的重要性。一是是农村加快实现现代化的需要；二是是全面建成小康社会的内在要求；三是有利于加快推进社会主义新农村建设；四是有利于维护农村社会和谐稳定；五是有助于提高农民的幸福感。第二部分,通过对调查问卷结果、走访情况及有关数据资料统计分析,找出当前浚县农村文化建设存在的主要问题：一是农民文化生活贫乏单调；二是农村文化设施滞后、利用率不高；三是农村文化人才队伍建设薄弱；四是农民文化素质偏低,农村社会风气有待改观；五是农村文化市场发育不足、管理亟需规范。第三部分,对产生问题的原因进行了深入思考剖析。得出的主要原因有：基层政府重视不够；投入建设力量不足；服务管理跟不上；农民自身条件限制。第四部分,针对存在的问题及原因,提出了解决对策。即要在提高认识、加大投入、培养队伍、加强教育、强化监管五个方面下功夫、求突破。一是转变思维,更新理念,提高对农村文化建设的认识；二是加大投入,完善设施,夯实农村文化建设的物质基础；三是聚合人才,充实力量,加强农村文化建设人才队伍培养；四是加强教育,提升素质,培育农村良好社会风气；五是规范市场,加强监管,培育良好的农村文化市场。
[Abstract]:In the key period of building a well-off society in an all-round way, it is of great practical significance to further strengthen and promote the construction of rural culture.Based on the actual construction of rural culture in Junxian County, Henan Province, how to solve the existing problems, realize the prosperity of rural culture development, provide ideological guarantee, spiritual power and intellectual support for the all-round development of economy and society of Junxian County, is an important subject that needs to be studied.The logic of this paper is to grasp the research results of rural cultural construction, fully understand the importance of rural cultural construction, in-depth investigation and research in Junxian rural areas, through quantitative and qualitative analysis combined,Find out the outstanding problems in the rural cultural construction of Junxian, explore the main causes that lead to it, and put forward the corresponding countermeasures.The first part, from five aspects to understand the importance of strengthening rural cultural construction.The first is the need to accelerate the modernization of rural areas, the second is the internal requirements of building a well-off society in an all-round way, the third is conducive to speeding up the construction of a new socialist countryside, and the fourth is conducive to maintaining the harmony and stability of the rural society;Fifth, it helps to improve the well-being of farmers.The second part, through the questionnaire result, the interview situation and the related data data statistical analysis, finds out the main problems existing in the rural cultural construction of Junxian: first, the peasants' cultural life is poor and monotonous; second, the rural cultural facilities lag behind.The utilization rate is not high; third, the construction of rural cultural talents is weak; fourth, the cultural quality of farmers is low, rural social atmosphere needs to be improved; fifth, the rural cultural market is underdeveloped, and the management needs to be standardized.The third part, has carried on the thorough ponder analysis to the reason which produces the question.The main reasons are as follows: the grass-roots government does not pay enough attention to it; the input and construction force is insufficient; the service management can not keep up with; the farmer's own condition is limited.The fourth part, according to the existing problem and the reason, proposed the solution countermeasure.That is to say, we should make a breakthrough in five aspects: raising awareness, increasing investment, cultivating team, strengthening education and strengthening supervision.First, to change their thinking, to renew their ideas, and to improve their understanding of rural cultural construction; second, to increase investment, improve facilities, and to consolidate the material basis of rural cultural construction; and third, to pool talents and enrich their strength.Strengthen the cultivation of talents in rural cultural construction; fourth, strengthen education, improve quality, cultivate a good social atmosphere in rural areas; fifth, standardize the market, strengthen supervision, and foster a good rural cultural market.
