文化社会学视域下云南省公共文化服务体系建设研究

【摘要】：推动公共文化服务体系建设，让每位民众共享文化体制改革创新与发展的成果，是党和国家为改善民生而实施的重要举措之一。而民族地区公共文化服务体系建设更是中国整个体系建设中不可忽视的一部分。云南省是一个多民族聚居的省份，由于社会、经济、文化、政治发展和东南沿海地区有一定地差距，各个民族宗教信仰也存在较大的差异，非常容易由于不同的民族意识而出现各种矛盾和冲突。所以建设好云南省公共文化服务体系是丰富中国文化内涵的必然要求，是保证边疆的稳定、民族团结的有效手段，是使民族地区共享文化改革成就的重要途径。通过加强云南省公共文化服务体系建设，利用文化手段寓教于乐，对于化解各种深层次的矛盾和冲突，具有非常重要的现实意义。本研究运用实地调查法、访谈法、问卷调查法、文献资料法等方法，注重理论研究与实证研究相结合。在分析、借鉴公共文化服务体系建设已有研究成果的基础上，从文化社会学的视角出发，对云南省公共文化服务体系建设发展现状、取得的成就和经验进行概述，，分析得出云南省在公共文化服务体系建设中存在的主要问题和障碍有：公共文化服务科技人才队伍建设存在不足、边远地区公共文化活动形式单一、文化活动缺乏地域民族特色、公共文化需求表达不足，表达机制不健全、公共文化服务信息化水平不高、农民工公共文化服务机制不健全等五个方面。在此基础上，提出了推进民族地区公共文化服务体系建设的对策建议，包括加强公共文化科技人才队伍建设、不断提高公共文化服务供给水平、大力加强公共文化服务的民族特色、建立健全公共文化需求表达与反馈机制、加强公共文化服务的科技支撑机制、健全农民工公共文化服务机制等。
[Abstract]:To promote the construction of public cultural service system and let everyone share the fruits of cultural system reform, innovation and development is one of the important measures implemented by the Party and the country to improve the people's livelihood. The construction of public cultural service system in ethnic areas is a part that can not be ignored in the whole construction of Chinese system. Yunnan Province is a province inhabited by many ethnic groups. Due to the social, economic, cultural, political development and the southeast coastal areas, there are also large differences in the religious beliefs of all ethnic groups. It is very easy to come up with various contradictions and conflicts due to different national consciousness. Therefore, the construction of Yunnan's public cultural service system is an inevitable requirement for enriching Chinese cultural connotations, an effective means to ensure the stability of the border areas and national unity, and an important way for ethnic areas to share the achievements of cultural reform. Through strengthening the construction of public cultural service system in Yunnan Province, it is of great practical significance to resolve various deep-seated contradictions and conflicts by means of cultural means. This study uses field survey, interview, questionnaire, literature and other methods, focusing on the combination of theoretical and empirical research. On the basis of analyzing and drawing lessons from the existing research achievements in the construction of public cultural service system, and from the perspective of cultural sociology, this paper summarizes the present situation, achievements and experiences of the construction of public cultural service system in Yunnan Province. The main problems and obstacles in the construction of public cultural service system in Yunnan Province are as follows: the shortage of the construction of scientific and technological talents in public cultural service and the single form of public cultural activities in remote areas. The cultural activities lack regional national characteristics, the public cultural needs are not expressed adequately, the expression mechanism is not perfect, the information level of public cultural service is not high, and the public cultural service mechanism of migrant workers is not perfect. On this basis, the paper puts forward the countermeasures and suggestions to promote the construction of public cultural service system in ethnic minority areas, including strengthening the construction of the contingent of public cultural and scientific and technological talents, and continuously improving the supply level of public cultural services. We should strengthen the national characteristics of public cultural services, establish and improve the mechanism of expression and feedback of public cultural needs, strengthen the scientific and technological support mechanism of public cultural services, and perfect the public cultural service mechanisms of migrant workers, etc.
