试论社会治理机制转换中的文化治理向度

【摘要】：社会治理,更甚者说社会自治,需要基于一种自觉意义上的文化视域,这与其社会所蕴含的文化意蕴或社会本身的架构有关,而更与其文化本身所蕴含的治理机能密不可分。文化何以实现其社会治理功能,需要基于文化的产生与存在、人的实践、社会需求等方面进行考量。对于文化的社会机理,需要基于人的实践活动始终随由一种自由与制约的双重范畴所架构的一种张力结构,及其由此创建的一种相对稳定的生活范式,进而考量社会主义文化于个体的引领与塑造、于民族发展的支撑、于社会的维系与调控。实现文化社会治理现代化,需要构建核心价值观念体系,引导人民信仰、铸就国家力量,实施文化发展战略等三重定位,共同致力于现代化社会治理。
[Abstract]:Social governance, what is more, social autonomy, needs to be based on a cultural horizon in a conscious sense, which is related to the cultural implication of its society or the structure of the society itself, but also to the governance function contained in its culture itself. How culture realizes its function of social governance needs to be considered based on the emergence and existence of culture, the practice of human beings and social needs. For the social mechanism of culture, it is necessary to base human practice on a tension structure constructed by a dual category of freedom and restriction, and a relatively stable life paradigm created therefrom. Then the socialist culture is guided and molded by the individual, supported by the national development and maintained and regulated by the society. In order to realize the modernization of cultural society, it is necessary to construct the core value system, guide the people's belief, cast the national strength and carry out the strategy of cultural development, and work together to manage the modern society.
