株洲市乡镇综合文化站发展问题研究

【摘要】：在我国，作为开展农村文化工作的传统阵地，乡镇综合文化站具有运用文化艺术手段向广大基层传达党的路线、方针、政策，对社会进行舆论引导，加强社会主义精神文明建设等职能。它是农村社会主义文化建设的重要窗口，是公共文化服务体系的重要组成部分，在促进农村文化发展、满足农民群众精神需求等方面发挥了重要作用。当前，随着市场经济体制改革不断深入，乡镇综合文化站的发展面临着经济、文化、管理体制等各方面问题，农村公共文化的重要阵地正逐渐萎缩。本文以株洲市乡镇综合文化站为研究对象，通过对株洲市乡镇综合文化站的发展现状和存在的问题分析，并提出了在新时期的发展路径。论文总共包括六个部分。第一部分为绪论，介绍了本文的选题缘由与研究意义、目前国内外该课题的研究现状、论文研究思路与方法、研究的技术路线。第二部分介绍了论文涉及的相关概念和理论。如乡镇综合文化站、公共文化服务体系、农村文化服务体系、公共选择理论、新公共服务理论、公共经济管理理论等。这一部分还介绍了乡镇综合文化站的功能，并概述了其在公益性、管理性、基础性和综合性等四个方面的职能定位。第三部分对湖北、江苏两省乡镇综合文化站的发展情况进行了对比分析，并总结了取得的成绩，分析了存在的问题，找出了可行的对策，为积极推进株洲市乡镇综合文化站发展提供借鉴。第四部分对2006—2011年株洲市乡镇综合文化站建设的现状进行分析，找出目前我市乡镇综合文化站发展所存在的问题，并分析其原因。第五部分探索了株洲市乡镇综合文化站的发展目标和思路。发展目标是把我市乡镇综合文化站建设成一个集公益服务、社会管理、基础文化服务为一体，，具备网络管理中心、舆情监测中心、特色信息中心等功能的综合文化服务中心，并带动其他农村文化载体发展，推动株洲市农村公共文化服务体系构建。同时，指出了“硬件”与“软件”建设同步、“送”文化与“种”文化结合、减少“私性”文化与“公性”文化差异的发展思路。最后，这一部分还提出了如何构建有利于我市乡镇综合文化站发展的长效机制。第六部分是全文总结，总结了论文已有的成果，提出了尚未解决的问题，并对今后的研究方向进行了展望。
[Abstract]:In China, as a traditional position for carrying out cultural work in rural areas, the township comprehensive cultural stations use cultural and artistic means to convey the Party's line, principles, policies, and public opinion to the general grassroots. Strengthen socialist spiritual civilization construction and other functions. It is an important window of socialist cultural construction in rural areas and an important component of public cultural service system. It plays an important role in promoting the development of rural culture and meeting the spiritual needs of farmers. At present, with the deepening of the reform of the market economy system, the development of the township comprehensive cultural station is facing various problems such as economy, culture, management system and so on, and the important position of rural public culture is gradually shrinking. This paper takes Zhuzhou township comprehensive culture station as the research object, analyzes the present situation and existing problems of Zhuzhou township comprehensive culture station, and puts forward the development path in the new period. The thesis consists of six parts. The first part is the introduction, which introduces the reason and significance of the topic, the current situation of the research at home and abroad, the research ideas and methods, and the technical route of the research. The second part introduces the related concepts and theories. Such as township comprehensive cultural station, public cultural service system, rural cultural service system, public choice theory, new public service theory, public economic management theory and so on. This part also introduces the function of township comprehensive culture station and summarizes its function orientation in four aspects: public welfare, management, foundation and comprehensiveness. In the third part, the author makes a comparative analysis of the development of the township comprehensive cultural stations in Hubei and Jiangsu provinces, summarizes the achievements, analyzes the existing problems, and finds out the feasible countermeasures. To actively promote Zhuzhou township comprehensive cultural station development to provide reference. The fourth part analyzes the current situation of Zhuzhou township comprehensive cultural station construction from 2006 to 2011, finds out the problems existing in the development of Zhuzhou township comprehensive cultural station, and analyzes the reasons. The fifth part explores the development goal and train of thought of Zhuzhou township comprehensive culture station. The development goal is to build a comprehensive cultural service center with the functions of network management center, public opinion monitoring center, characteristic information center and so on. And drive the development of other rural cultural carriers to promote Zhuzhou rural public cultural service system construction. At the same time, the author points out that the construction of "hardware" and "software" is synchronized, the culture of "sending" and "kind" are combined, and the cultural difference between "private" and "public" is reduced. Finally, this part also puts forward how to construct the long-term mechanism that is beneficial to the development of township comprehensive culture station in our city. The sixth part is a summary of the full text, summarizes the existing achievements of the paper, puts forward the unsolved problems, and prospects the future research direction.
