创新国有文化资产管理体制的政策含义与路径选择

【摘要】：在文化领域,加强国有文化资产监督管理,建立完善国有文化资产管理体制业已成为我国文化改革发展的一个重要议题。国有文化资产管理既有与国有资产管理相似的共通性原则目标,也有立足于文化行业属性的特殊性政策目标。基于国资委模式经验和文化行业的独特政策要求,完善国有文化资产管理机构、建立完善横向结构性协同机制和纵向中央地方管理关系、建立"三层次"的管理体系、调整优化政企关系,是建构和完善国有文化资产管理体制的基本策略。
[Abstract]:In the field of culture, strengthening the supervision and management of state-owned cultural assets and establishing and perfecting the management system of state-owned cultural assets have become an important topic of cultural reform and development in China. The management of state-owned cultural assets has not only the common principle goals similar to those of state-owned assets management, but also the special policy objectives based on the attributes of cultural industries. Based on the model experience of SASAC and the unique policy requirements of the cultural industry, we should perfect the management institutions of state-owned cultural assets, establish and perfect the horizontal structural coordination mechanism and the vertical central and local management relationship, and establish a "three-level" management system. Adjusting and optimizing the relationship between government and enterprise is the basic strategy to construct and perfect the management system of state-owned cultural assets.
