补齐河南农村文化发展短板的对策建议

【摘要】：全面建成小康社会关键在于补齐短板,因此,必须在补齐短板上多用力。改革开放以来,河南农村文化发展取得了丰硕成果,但是制约河南农村文化发展的短板依然突出。其表现为:农村文化建设资金投入不足,农村文化基础设施不足,农村文化活动开展不足,农村文化产品供给不足,农村文化市场发育不足,农村文化人才不足。为了补齐河南农村文化发展短板,必须建立农村文化多元投入机制,化解资金短缺瓶颈;加大农村文化设施建设力度,提高文化服务能力;加强农村文化人才队伍建设,增强文化繁荣人才支撑;大力发展农村文化产业,打造河南地方特色文化品牌;增强农村文化产品和服务有效供给,提升文化服务水平;构建现代农村文化服务体系,形成以城带乡联动发展新机制;创新农村文化管理体制,优化农村文化发展环境。
[Abstract]:The key to build a well-off society in an all-round way is to make up for the shortage of board, so we must make more efforts on the board. Since the reform and opening up, Henan rural cultural development has achieved fruitful results, but the constraints of Henan rural cultural development are still prominent. Its manifestations are: insufficient investment in rural cultural construction, inadequate cultural infrastructure in rural areas, insufficient development of cultural activities in rural areas, insufficient supply of cultural products in rural areas, insufficient development of rural cultural markets and insufficient cultural talents in rural areas. In order to make up for the deficiency of Henan rural culture development, we must establish the multi-input mechanism of rural culture, resolve the bottleneck of fund shortage, increase the construction of rural cultural facilities, improve the cultural service capacity, strengthen the construction of rural cultural talents. Strengthen cultural prosperity talent support; vigorously develop rural cultural industry, build Henan local cultural brand; strengthen the effective supply of rural cultural products and services, improve the level of cultural services; construct a modern rural cultural service system, To form a new mechanism of urban and rural development, to innovate the management system of rural culture, and to optimize the environment of rural cultural development.
