天津城市文化指标体系的构建研究

【摘要】：2012年党的十八大报告指出,文化实力和竞争力是国家富强、民族振兴的重要标志。要坚持把社会效益放在首位、社会效益和经济效益相统一,推动文化事业全面繁荣、文化产业快速发展。2014年政府工作报告中明确提出,促进文化产业健康发展,最终把我国建设成为现代化文化强国。我国“推动文化大发展大繁荣”和“文化强国”战略的提出,为文化发展带来了新的历史机遇。城市作为国家形象和国家实力的重要载体,如何提升其文化竞争力,也成为国家决策者和城市管理者高度关注的议题。确立城市文化指标体系,有利于明确城市定位,挖掘对城市发展有利的文化资源,增加城市内涵,提升城市文化实力。1986年,国务院将天津列入国家历史文化名城名单,由于特殊的历史原因,造就了天津中西合璧、古今兼容的独特城市风貌。天津市历史文化资源丰富,文化产业发展呈现良好趋势,但与其他一线城市相比仍有一定差距。因此,建立天津城市文化的评价指标体系具有十分重要的现实意义和理论价值。本文基于社会学的视角对城市、文化以及城市文化的含义进行界定,从文化生活、文化生产、文化生态三个方文面对天津的城市文化进行研究,结合指标体系的构建原则确立天津城市文化指标体系,运用德尔菲法经过三轮打分对指标进行遴选,确定最终的指标体系框架。基于此,运用层次分析法对各个指标进行两两矩阵判断,通过一致性检验,确定每个指标的权重。本文以指标体系为基础运用灰色关联度分析方法,把天津、北京、上海、重庆四个直辖市的比较作为切入点,对模型中的要素进行分析研究,计算得出天津市的文化关联度较低,为天津城市文化发展提供科学合理的依据。最后为提升城市文化实力提出几点意见。
[Abstract]:The report of the 18th National Congress of the Party in 2012 pointed out that cultural strength and competitiveness are important symbols of national prosperity and national rejuvenation. We must persist in putting social benefits first, unify social benefits with economic benefits, promote the overall prosperity of cultural undertakings and the rapid development of cultural industries. The 2014 government work report clearly states that it will promote the healthy development of cultural industries. Finally, China will be built into a modern cultural power. The strategy of "promoting the great development and prosperity of culture" and "strong country of culture" in our country has brought new historical opportunities for the development of culture. As an important carrier of national image and national strength, how to improve the cultural competitiveness of cities has also become a highly concerned topic of national policy makers and city managers. The establishment of an index system of urban culture is conducive to defining the position of the city, excavating the cultural resources favorable to the development of the city, increasing the connotation of the city, and enhancing the cultural strength of the city. In 1986, the State Council added Tianjin to the list of the country's famous historical and cultural cities. Due to special historical reasons, Tianjin has created a unique urban landscape that is compatible with both Chinese and Western cultures. Tianjin is rich in historical and cultural resources, and the development of cultural industry shows a good trend, but compared with other first-tier cities, there is still a certain gap. Therefore, the establishment of Tianjin city culture evaluation index system has very important practical significance and theoretical value. Based on the sociological perspective, this paper defines the meaning of city, culture and urban culture, and studies Tianjin's urban culture from three aspects: cultural life, cultural production and cultural ecology. Based on the construction principle of the index system, this paper establishes the index system of Tianjin city culture, and selects the index by using Delphi method after three rounds of scoring, and determines the final frame of the index system. Based on this, the analytic hierarchy process (AHP) is used to judge each index by pairwise matrix, and the weight of each index is determined by consistency test. Based on the index system, this paper analyzes the elements of the model by using the grey relational analysis method, taking the comparison of Tianjin, Beijing, Shanghai and Chongqing as the starting point. It is concluded that the cultural correlation degree of Tianjin is low, which provides a scientific and reasonable basis for the development of Tianjin city culture. Finally, some suggestions are put forward to promote the cultural strength of the city.
