【摘要】：公共文化服务是一种基于友好的合作精神理念,在良好的沟通、互动氛围下,由包括政府、企业、社会组织和个人等在内的社会多元主体参与的、提供具有文化性质的产品和服务的活动。它是一种动态的活动过程,具有三层含义,其中“公共”强调参与主体多元,既指供给方的主体多元,也指享用方的主体多元；“文化”侧重内容,是对于文化类产品和服务的供给和使用,既包括有形的物质产品和服务,也包括无形的精神陶冶和熏陶；“服务”是指一种方式或态度,建立在友好服务理念之上,而非单一的指令性计划或居高临下的。公共文化服务属于政府公共服务的一部分,政府作为国家事务的管理者具有提供公共服务的职能,公共文化服务由此成为政府职能履行的内在要素。然而,传统的统一分配、只是保障居民最基本文化需求的公共文化服务供给已不能满足人们异质性、多层次的文化需求。因此,有必要在有条件的城市和地区对公共文化服务进行分类供给,即按照一定的标准和方法,对公共文化服务进行分类,明确不同的供给方式、服务对象和提供内容等,既而实行有区别、有差异的供给,以满足不同年龄、职业、教育水平人们的文化需求。本文对我国的公共文化发展历程进行了梳理,分析了我国现阶段公共文化服务存在的不足及原因,并且借鉴了国外案例,在此基础上对城市实行分类提供公共文化服务进行可行性分析,最终确定分类标准及框架。从供给方式角度,按照公共文化服务的纯度可将其划分为纯公共文化服务和准公共文化服务,按照供给层次可分为直接供给和间接供给,按照供给主体可划分为政府供给、市场供给、自愿供给和合作供给；从服务对象角度,按照不同年龄、职业进行划分,并且强调城市要加强对弱势群体,尤其是农民工和残疾人的公共文化服务。
[Abstract]:Public cultural service is based on a friendly spirit of cooperation, in a good communication, interactive atmosphere, including the government, enterprises, social organizations and individuals and other social diverse subjects to participate. Activities to provide products and services of a cultural nature. It is a dynamic process of activity with three meanings, in which "public" emphasizes the pluralism of the participants, which refers to the pluralism of the main body on the supply side as well as the subject of the enjoyment side, and the "culture" emphasizes on the content. "Service" refers to the supply and use of cultural products and services, including both tangible and material products and services, as well as intangible spiritual edification and edification. "Service" refers to a way or an attitude based on the concept of friendly service. Public cultural services are part of the public service of the government, which, as the manager of state affairs, has the function of providing public services. Public cultural service has thus become an intrinsic element of government function. However, the traditional unified distribution is only to ensure the most basic cultural needs of the residents public cultural service supply can not meet people's heterogeneous, multi-level cultural needs. Therefore, it is necessary to classify and supply public cultural services in conditional cities and regions, that is, to classify public cultural services according to certain standards and methods, and to identify different modes of supply, service objects and contents, etc. In order to meet the cultural needs of people of different ages, occupations and educational levels, this paper reviews the development of public culture in China. This paper analyzes the deficiency and reason of public cultural service in our country at present, and draws lessons from foreign cases. On this basis, it analyzes the feasibility of urban classification and provides public cultural service, and finally determines the classification standard and framework. From the point of view of supply mode, according to the purity of public cultural service, it can be divided into pure public cultural service and quasi-public cultural service, according to the level of supply can be divided into direct supply and indirect supply, according to the main supply can be divided into government supply. Market supply, voluntary supply and cooperative supply; from the point of view of service object, according to different age and occupation, the city should strengthen the public cultural service to the vulnerable groups, especially the peasant workers and the disabled.
