文化“精准扶贫”中的跨文化沟通方法与策略

【摘要】：主观因素致贫型人口普遍存在对外来文化及其思维模式、行为规范的观望或抵触态度。传统的环境决定论、社会制度论、文化致贫论、信息匮乏论和个人责任论对跨文化沟通这个重要环节鲜有论述。研究认为:贫困是一种结构性存在,贫困文化作为一种典型的差异性文化现象,严重制约了人口智力资源的大规模开发与利用。在认识论上,文化"精准扶贫"中的跨文化沟通特指与那些在经济尺度和文化尺度均处于劣势群体之间的沟通,强调通过"视域融合"改变贫困文化发展的外在环境和内在逻辑;在方法论上,通过基本理论模型系统阐释跨文化沟通的逻辑结构与方法体系,讨论了文化"精准扶贫"中差异性文化之间的信息编码、解码问题。文化"精准扶贫"中的跨文化沟通对增强贫困人口文化自信、推动乡土文化的"内生性重构"有重要意义。
[Abstract]:Subjective factors cause poor population to have a wait-and-see or resistance attitude to foreign culture and its thinking mode and behavior norm. Traditional environmental determinism, social system theory, cultural poverty theory, information scarcity theory and individual responsibility theory rarely discuss the important link of cross-cultural communication. The study holds that poverty is a kind of structural existence, and poverty culture, as a typical cultural phenomenon of difference, seriously restricts the large-scale development and utilization of the intellectual resources of the population. In epistemology, intercultural communication in cultural "precise poverty alleviation" refers specifically to communication with those disadvantaged groups on both economic and cultural scales. Emphasis is placed on changing the external environment and internal logic of the development of poverty culture through "visual integration"; In methodology, the logical structure and method system of cross-cultural communication are explained systematically by the basic theoretical model, and the problem of information coding and decoding between different cultures in cultural "accurate poverty alleviation" is discussed. Cross-cultural communication in "precise poverty alleviation" plays an important role in enhancing the cultural confidence of the poor and promoting the "endogenous reconstruction" of local culture.
