中国公共文化众筹的制度设计思考

【摘要】:公共文化众筹是指通过互联网平台将政府、企业、组织、民众等参与主体聚集起来,完成公共文化产品和服务融资融智活动的一种公共文化创新供给模式。中国公共文化财政政策导向、民间社会蓄积的文化资助潜能及众筹平台集聚起来的文化资助力量使众筹机制与公共文化建设领域的结合成为可能。中国公共文化众筹制度设计主要包括运作原则、运作模式和实施路径。该制度设计应坚持公共性、区域性和公众参与性原则;运作模式主要包括以平台聚集项目、以项目打造平台和融资融智一体化;实施路径主要包括搭建众筹平台、形成监管机制、提高平台公信力及建立回馈机制、余款处理机制和风险规避机制等。
[Abstract]:Public cultural crowdfunding is a kind of public cultural innovation supply mode, which brings together the government, enterprises, organizations, people and other participants through the Internet platform to complete the financing and financing activities of public cultural products and services. The combination of crowdfunding mechanism and public cultural construction is made possible by the guidance of China's public cultural finance policy, the potential of cultural support accumulated by civil society and the gathering of cultural support forces by crowdfunding platform. The Chinese public culture crowdfunding system design mainly includes the operation principle, the operation mode and the implementation path. The design of the system should adhere to the principles of publicity, regional and public participation, and the operation mode mainly includes gathering projects with platforms, building platforms with projects and integrating financing and intelligence; The implementation path mainly includes building a crowdfunding platform, forming a regulatory mechanism, enhancing the credibility of the platform and establishing a feedback mechanism, the balance management mechanism and risk aversion mechanism and so on.
