让“大教堂”携手“大集市”——论非物质文化遗产传承与保护的众包模式

【摘要】：对非物质文化遗产的传承与保护,国务院办公厅在2005年提出了"政府主导,社会参与"的八字工作原则。经过多年实践,"政府主导"的行政保护机制已取得较好成效,而"社会参与"却明显不足,我国非遗保护仍面临诸多难题。为激励社会参与,本文建议在非遗传承与保护上发展建立在新媒体平台上的"众包"模式,即在政府驱动的"从上而下"的引导与管理的前提下,发展网民参与的、"从下而上"的传承与保护模式,充分发挥非遗传承与保护的"大集市"效应。
[Abstract]:In 2005, the General Office of the State Council put forward the principle of "government-led and social participation" for the inheritance and protection of intangible cultural heritage. After many years of practice, the administrative protection mechanism of "government-led" has achieved good results, but the "social participation" is obviously insufficient. China still faces many problems in the protection of non-legacy. In order to encourage social participation, this paper suggests that the "crowdsourcing" model based on the new media platform should be developed on the basis of non-legacy inheritance and protection, that is, under the premise of government-driven "top-down" guidance and management, the "bottom-up" inheritance and protection model of netizens should be developed to give full play to the "big market" effect of non-legacy inheritance and protection.
