我国与“一带一路”国家高等教育合作:双边的视角

【摘要】:我国与"一带一路"国家高等教育合作是一个多层次的系统工程,其中,国别层次的合作是主体。通过对我国与印度、蒙古、马来西亚、以色列及希腊的高等教育合作分析,我们发现我国与"一带一路"国家初步进行了高等教育双边政策合作,但学历互认、教师交流、合作办学与研究合作等政策需要加快沟通;建立了两国教育官员、大学校长、专家以及国际教育者的交流沟通平台,但两国教育部长会议这一重要平台尚未建立;在吸引留学生方面效果较好,但在教师交流、合作办学以及学生派遣等实践层面仍存在较大不足。
[Abstract]:The cooperation between China and Belt and Road is a multi-level systematic project, in which the cooperation at the national level is the main body. Through the analysis of China's higher education cooperation with India, Mongolia, Malaysia, Israel and Greece, we find that China and "Belt and Road" countries have initially carried out bilateral policy cooperation in higher education, but mutual recognition of academic qualifications and teacher exchanges. The exchange and communication platform of education officials, university presidents, experts and international educators has been established, but the meeting of education ministers of the two countries has not yet been established. It has a good effect in attracting foreign students, but there are still some shortcomings in teachers' exchange, cooperation in running a school and dispatching students.
