【摘要】： 在十余年治河生涯中,朱之锡在总结前人治河得失的基础上,对黄河进行了有效治理。朱之锡治河对后世治河产生了深远的影响,为中国古代水利事业作出了突出的贡献。对于这样一位对中国古代水利事业做出突出贡献的水利专家,应予以肯定。本文通过探讨朱之锡治河的背景,对朱之锡治河活动和治河措施影响的分析,肯定朱之锡治河的功绩以及在中国水利史上的历史地位,并分析了有清一代河患长期得不到治理的根本原因,以期对当今水利建设以及社会的和谐发展有所启示。全文主要内容有三个部分。第一部分重在叙述朱之锡治河的背景。黄河南决夺淮以后,河道极不稳定,在清口附近形成黄、淮、运交汇的局面。严重的河患,造成清政府税粮短缺,财政窘迫,百姓身无立锥之地,从根本上威胁了清朝统治。因此,治河成为清政府所面临的一项相当紧迫的重要任务。第二部分主要讨论朱之锡治河的内容。朱之锡主持了一系列的治河活动,挖董口新河,复太行老堤,挑浚清口至高邮运道,治石香炉决口,取得了显著成效。朱之锡治河总体上采用了明代治河专家潘季驯的治河理论,但他顺应形势,不墨守成规。朱之锡的治河措施为其治河取得的功绩提供了保障,并对后世治河产生了深远的影响。第三部分着重评议朱之锡治河的功绩及其对社会经济的影响。朱之锡在治河过程中充分显示了他的治水兴农意识。他在治河过程中采取的措施促进了沿河地区经济的恢复和发展。因此,朱之锡不仅是顺、康时期的优秀官员,而且是中国古代著名的水利专家。
[Abstract]:In more than ten years, Zhu Zhixi managed the Yellow River effectively on the basis of summing up the gains and losses of his predecessors. Zhu Zhixi River had a profound influence on the later generation, and made outstanding contribution to the ancient Chinese water conservancy. For such an ancient Chinese water conservancy made outstanding contributions to the cause of water conservancy experts, should be affirmed. This paper discusses the background of Zhu Zhixi river, analyzes the influence of Zhu Zhixi river control activities and measures, and affirms Zhu Zhixi's achievements and historical position in the history of Chinese water conservancy. The paper also analyzes the fundamental reasons why the river infestation of the Qing Dynasty can not be treated for a long time in order to enlighten the water conservancy construction and the harmonious development of the society. There are three parts in this paper. The first part focuses on the background of Zhu Zhixi River. After the Huanghe River took over the Huai River, the river was extremely unstable, forming the intersection of Yellow River, Huai River and Huai River near the Qingkou. Serious river infestation resulted in the shortage of tax and grain, the financial distress and the people's landlessness, which fundamentally threatened the Qing Dynasty's rule. Therefore, harnessing the river became a very urgent and important task faced by the Qing government. The second part mainly discusses the content of Zhu Zhixi River. Zhu Zhixi presided over a series of river control activities, digging Dongkou Xinhe River, restoring Taihang old embankment, dredging the clear mouth to Gaoyou Yunyun Road, and treating stone incense furnaces, and achieved remarkable results. Generally speaking, Zhu Zhixi used Pan Jimin, an expert in river control in Ming Dynasty, to control the river, but he complied with the situation and did not stick to the rules. Zhu Zhixi's measures of river control provided the guarantee for his achievements, and had a profound influence on the later generations. The third part focuses on the achievements of Zhu Zhixi River and its impact on social economy. Zhu Zhixi fully showed his consciousness of harnessing water and promoting agriculture in the course of river control. The measures he took in the course of river control promoted the economic recovery and development along the river. Therefore, Zhu Zhixi is not only an excellent official in Shun and Kang dynasties, but also a famous water conservancy expert in ancient China.
